I like to think that art belong to the playtest Puresteel Angel card, a glimpse of a future that could be.
the golden lines spinning around it are on every darksteel card, a visual indicator. Darksteel is from Mirrodin, so it would be there
Yup. And that's why I said the Puresteel Angel is a foreshadow of this "Darksteel Angel":
1) 4/4 flying artifact creature angel exactly like Platinum Angel? check
2) Indestructible as a marker of being made of darksteel? check
3) an ability related about not losing the game like the Plarinum Angel? check
4) an ability that specifically hose phyrexian things (since all colored artifacts are phyrexianized in new phyrexia)? check
I think there are too many strong coincidences to not believe that the playtest creators didn't think about the "Darksteel Angel of Mirrodin Pure" art, when they made the Puresteel Angel
The card seems have a lot of rule text compare to how had became blightsteel colossus
the enters the battlefield with exile all non-colorless artifact and combat damage thing makes it too much along with making the typical ability to be emblem.
A win condition would had been better like those white enchantments or something like they did with

that is cheaper than the regular Dakkon BlackBlade
but counts all lands as his power not including toughness and has regenerate

Well, not always a throwback of a card is just a slightly tweaked version. Nezahal, Primal Tide is an obvious throwback and mechanical reference of the Mystic Remora, but there is much more going on there.
Anyway, Playtest cards are just "experimental design" so it's more likely that they are a primitive skeleton of what a card could be in black-border. Sometimes the printed card matches exactly (like Enchantmentize that turned out to be One With the Stars), sometimes could be a different version or could see not print at all, in a similar fashion of certain cards from Un-Sets like the The Cheese Stands Alone (later printed in blackborder as Barren Glory) or Timmy, Power Gamer (later printed as Elvish Piper) and so on.
Ultimately, Mirrodin Pure never happened, so the art it's just a "what if" of an alternate future.
In a similar fashion, the Puresteel Angel it's just a creative "what if" design. So, even if it will not be ever printed in black-border, it's too obvious that the "Darksteel Platinum Angel" is still referred here as model when making the design of the card.
