Magic has a variety of animal based creatures that can walk on two feet and act like humans. So it could be possible to get an all animal themed humanoid plane. If a Gatewatch goes there, Ajani could be the only one.
Loxodons, Rats, Avian, Cat people, Hounds, Naga, Viashino, Minotaur, etc.
Yes, lack of Humans was absolutely one of the reasons Lorwyn as a whole went poorly, even with two-maybe-three major races that are basically Humans but slightly jazzed up (Kithkin, Elves, Giants).
Take that problem and add memes about furries - you'll get a considerably worse reception to say the least. Feel free to replace "memes about furries" with "hackneyed jokes quoting Planet of the Apes" in the version where Humans are a slave race.
I still hold that the reason Lorwyn/Shadowmoor did poorly was because the Kithkin had jumped straight into the uncanny valley (had they looked like Dominaria Kithkin I doubt there would have been an issue), and because the faerie tribe was degenerate and warped standard something fierce. Most of the cards themselves were just fine.
The set also did poorly because the world at the time was at the ass end of a financial crisis that had hit just as Time Spiral was about to release, which would have impacted sales negatively (and likely did).
As for a plane where the dominant sapient species are various forms of humanoid animals, it could happen. But the world would still have a small amount of humans to give us the players a point of reference.

I mean, arguably Kamigawa does this. Snake people, fox people, rabbit people (Moonfolk aren't really that but I just wanted to continue my joke), rat people... I can't recall what the red race was, think it was just Goblins. It's maybe not pure furries but it's fairly close in some ways. Though really most planes have humans and then a variety of animal folk as it is, not sure there would be much point to a plane dedicated to that concept, especially as it doesn't seem like it has much of an interesting hook to it.

Wasn’t a blurb that the Akki were decedents of the kappas of kamigawa? I m imagining this or there was a hint at it, like a “in story guess” or folklore about the Akkis being originated from the kappas?
If soo akki as turtle people has its merits as are the goblins from Ixalan the monkey people from the plane.... uhh.. wait ?! Ixalan goblins confirmed as humans?

They don't even all mix fetish in with their affinity for anthro characters, many simply enjoy funny animal characters because they're a departure from the same-old humans and distinctly humanoid races like elves and goblins. And yes, I'll cop to the fact I personally do find a lot of anthro ladies attractive, but I'm just saying, not all furries are freaks, you know?
At any rate, Magic is no stranger to furry appeal; why do you think we have so many sets with anthros in them in the first place? And why do you think we have cards like these:
Fans love 'em some buff anthro boys and curvy anthro girls.
All this said, the lack of Humans was one of Lorwyn's major downfalls, so on that point alone I will concur that a Zootopia-esque set is unlikely.
