In a block that is all about hints and making players find geocaches for spoilers, I was wondering if the cards spoiled for Ixalan might be hinting at the return of the storm mechanic in Rivals of Ixalan. Specifically I feel that Primal Amulet looks like a storm enabler and the flavor text of Opt actually says that there is a pirate captain named Storm in Ixalan.
I fully admit that this isn't really much to go on which is why I'm posting this in baseless speculation. The argument against these "hints" is easy to make. I could have just as easily said during Erdrich Moon spoilers that Harness the Storm hinted at the mechanic's return, but that amounted to nothing more than a tease.
Perhaps a more likely scenario is that they'll print a legendary creature called "Captain Storm" that has a something like a 1RU,t: ability that copies target spell x number of times, where x is equal to the number of spells cast this turn.
However if Storm does return, I do think that it most likely will be in used on cards like Reaping the Graves, Wing Shards and Temporal Fissure. In that the cards with Storm cannot be used to win the game on the spot, but instead are support cards (Though I'd giggle like a maniac if Brain Freeze comes back).
No, most definitely not. MaRo didn't name the scale for the likelihood of mechanics returning to Standard the Storm Scale because he is a fan of Seattle's WNBA team. Storm is, and will most likely always be, a 10 on that scale. Heck, even Banding (which isn't making a return any time soon) is only a 9 the last time MaRo commented on it (though that question was lumped in with other mechanics).

Besides the already stated fact that we won't see storm back in standard anytime soon, the creature you are speculating about is already known: Captain Lannery Storm
There is literally a list R&D has which is used to gauge how improbable it is that any given mechanic will return. That list is named the "Storm List"... so no.
We have aetherflux reservoir. The issue is building a deck that can hit enough mana and cards to go to keep going off. I don't see rituals coming en masse to standard. With the cheaper Dino's and the Dino reducer that's even more of a stretch because there isn't a need there. Maybe some oketras monument/cradle deck. Bant with that blue board bounce from kaladesh? I think mono blue is just better but it is losing some of the zero cost junk like bone saw that makes it viable now.
I just can't see anything successfully outracing red after rotation. Which why bother putting it in the set if it hard loses to the fast creature decks, red burn, and reach. It may could prey on midrange? That being said if they reprint some bull like worship with the vamp flavor or something then maybe there will be something that can buy enough time to set up the engine.
Given all that, storm is actually pretty hungry for design space too. It wants ramp, it wants card draw, it wants cheap stuff, and cost reducers. None of that plays incredibly well with a bevy of other strats and it makes feature decks extremely weak if it's efficient. Basically control just gets that much more consistent with all the cheap draw and quality junk, storm can't get off under control, and creature decks have to have crap like scrapheap or cavern of souls to stay in the game as control continues to fill up its hand and dig for answers.
I'd say no :/. Given the recent bannings for unfun stuff I'd say super no.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
