Assuming that the next block is Amonkhet (reasonable) and the spoilers of Atlazan are real (reasonable?), that means WOTC will have had three new planes in a row (or new-ish since Kaladesh was just splashed in Origins). That puts a high likelihood on the next block to be a return to plane. But what plane?
It's too soon I feel to go back to Zendikar, Innistrad, or Kaladesh. I feel like Theros was left off as a real cliff-hanger with its endging, with Ashiok running around doing stuff, Elspeth having unresolved issues, etc. But it's also possible that by the time the post-Atlazan block rolls around there will be space for a strong multicolor block, which could bring in Alara.
I'm curious about people's thoughts because one guidepost I used to use, looking at how long returns took under the old system, don't make sense now with the two-block/no core structure moving the storyline along faster. I feel like we'll see a true return, not something like Regatha or Vryn that's only be touched on. Theros or Alara would be my top picks, with New Phyrexia/Mirrodin as the runner up. My only pause on the latter is I don't see how to fit it into the Nicol Bolas-centered storyline right now.

Dominaria would be interesting, it certainly could fit into a storyline that looks more at Liliana and the Raven Man. But since Dominaria was a sort of "every plane" for the first several years of Magic, I wonder what would be the hook.
A Ravnica 3 works if they just want to do a gold block, although I'm curious how they would handle it with the modern 2 block design. Five allied, five enemies, or mix it up more?

Theros would be nice, and the necessary hook for the Gatewatch is provided by Ajani, though I personally would appreciate a Gatewatch-less block. Ravnica 3 could be introduced through missing Vraska, but she might as well be a hook for another plane. Vryn would be cool, but I fear it would feel too similar to Kaladesh and therefore won't get featured soon.
I remember before Kaladesh was announced, there was that rumour that we'd be getting an Egyption themed set (with a name that WASN'T Amonkhet, but to my knowledge they don't tell anyone actual planes names UNTIL announcement day..), and that another return to Rav set would come soon after.
Since it's been 3 or 4 years since Return to Ravnica, I could see that being more likely than Theros, which was more recent. I feel like we'll definitely be heading back to Theros again soon enough though..
Especially if it turns out Ashiok is homies with Nicol Bolas, and if there's gods on Amonkhet somehow leaked to Theros? It'd be nice to go back in turns of closing off loose ends but I kind of like not knowing what's up with Elspeth. What I would like is more info on the Ravo's story we got a glimpse at in C16

Otherwise, it is a return to Theros (with Ajani somehow figuring out he can rescue Elspeth from the underworld) or Ravnica 3.
Alara 2 or Gatewatch vs New Phyrexia would be unlikely, but still viable. Everything else 1-6 on the scale is either too soon (Innistrad, Zendikar, Kaladesh, Tarkir), or not really a 'return block' (Vryn, Fiora, Regatha).

I think as far as Fiora is concerned I think design has that plane for conspiracy only, but I could be wrong.
Although Atlazan may not be confirmed I have seen art for it that looks a lot like Vraska. I don't know the proper way to link images or I'd show what I'm referring to.
Actually looking at the list again, Serra’s Realm collapsed during the invasion didn't it? Why is it even on the list at all?
It's at 9. That's the next best thing to "won't happen", not much to get your hopes up on. Rath (also a 9) also no longer exists. But since technically they could return to those planes as a setting with time travel or another magical method it has a spot on the list and a rating barely better than "We don't do this any more"-Rabiah.

Is it weird to anyone else that Segovia is on that list? All the other planes have either had sets set in them or at least a large chunk of a set. Segovia is mentioned on one card from legends - and not a very memorable one at that.

Segovia also has The Hippodrome and is strangely beloved for its whackadoo "everything is tiny" gimmick. It'd be a treat for enfranchised players and a memorable (possibly in a good way, possibly not) block premise.
For the next return world I'm guessing Ravnica 3. I know so want other planes to get a return to before Ravnica get a third block, butlooking at the timing of things its the most popular world that is just far enough way to be returned to, discounting Alara and Lorwyn which are unlikely to happen (although next time they want to do shard colors Alara is the glaring choice). Theros and Tarkir IMO are a little too soon to return to just yet.
I could see Dominaria also make a return next year for the university as hinted from the art book. They might do Dominaria and Ravncia 3 (first world of magic and its most popular world) for the university as well.

You really don't understand how death works on Theros and in greek mythology in general. Death on Theros always brings the possibility of release from the underworld either by escaping yourself (in which case you come back as a zombie wearing a golden mask), by someone going on a quest and negotiating with the god of the dead for your release, or for the god of the dead (i.e. Erebos) to release you to deal with another issue. I fully expect Khuprix and Erebos to join forces to take down Heliod, and they will likely recruit the dead Elspeth to do it.

Kaya is not even a native of Fiora, so there's no point of her still being in Fiora after Brago's death. She's just as likely to be in Ravnica already or in, say, Innistrad, doing her usual ghost busting stuff.

Not really, its flavor is one of Renaissance politics, it just happens to lend itself well to formats such as conspiracy, which is a multiplayer product. But pretty much any mechanic with a political element or flavor could fit there just fine. The guilds are an intricate part of Ravnica because its whole identity is based around their conflict with each other, and the plane would not *be* Ravnica without them. It would be like Phyrexia without Phyrexians, or Theros without the Olympian influences.

There have been strong hints that Elspeth is now undead and hanging out in the Underworld.

That's like saying we could visit Ravnica without the guilds, though. The two are tied together from a design perspective, and we've already visited it twice.
Not really, its flavor is one of Renaissance politics, it just happens to lend itself well to formats such as conspiracy, which is a multiplayer product. But pretty much any mechanic with a political element or flavor could fit there just fine. The guilds are an intricate part of Ravnica because its whole identity is based around their conflict with each other, and the plane would not *be* Ravnica without them. It would be like Phyrexia without Phyrexians, or Theros without the Olympian influences.
