Do you think Wizards will ever print a spell that temporarily suspends static abilities? It could be something like this:
Static Prevention 1U
Sorcery
Prevent static ability generated by target permanent from having an effect until the end of turn. (To Prevent a static ability, that ability no longer has any effect for the specified duration.)
Granted, these also set a power and toughness, but they could just say "target permanent loses all abilities until end of turn". It doesn't seem worth it to have a different wording to effectively do the same thing.
So the wording could be restructured to fit the existing templating, but there's no cards that "turn off" a permanent's static ability, e.g. Blood Moon. Only creatures, yes?

Setting of power and toughness is necessary because some creatures (like Nightmare) would otherwise die without their abilities.

This doesn't exactly fit what I was saying. None of the examples do. In each example thus far, we are changing the card from one type to another (frog, insect, forest). Sure, this turns off Blood Moon, but it's not Modern legal. And it's not a card that temporarily disables a static ability without doing anything else. That's what this thread is about.
@ DRay563- WizardMN explained exactly how it would be written to work exactly like you wanted. Just because other example cards given also change P/T does not mean they don't contain the proper wording needed to get the card you made to work. "Target permanent loses all abilities until end of turn." is what would be used. "Prevent" is only used for damage.

I wouldn't call it necessary since having a creature die from this effect isn't the most degenerate thing ever. Using it on Death's Shadow, however... SMACK!
I don't think there's anything that causes the ignoring of static abilities, but if there were, it would be a little bit confusing. Especially where linked abilities are concerned. Might as well just turn off ALL of the permanent's abilities at once, since there are totally acceptable ways to do that for a low amount of mana anyway.
