That makes no sense. 'Lewie' is a set, not a block. And the last core set isn't going to be directly connected to it, its just going to help start into the new rotation. The third set takes place after the change in the past in Fate Reforged. 'Lewie' is going to replace the present we are seeing now in Khans. Wizards wants the clan names to be identified with their three colors just like the shard names are for theirs. There not going to add a fourth color to any clan at all during the block because that would undermine that.

Mark Rosewater has frequently stressed how small the design-space of four-coloured cards, so I doubt there will ever be a four-colour set the sense that there will be a large amount of four-coloured cards.
Having four-coloured factions are perhaps a bit more likely, but it doesn't seem like they would do it now..
It is interesting what Jiyor says about how they want the Clan-names to identify with the wedges. I had never thought about it that way before, but this could actually have a few interesting consequences when we take it together with all the other things we know:
-There will be change. The block is all about change.
-The rest of the block is not wedge themed.
-They would not change the colour-composition of the clans, as per Jiyor.
This gives a couple of options I could think of:
-The clans are completely gone in Louie, and might be replaced by something else.
-Louie takes place on a different plane?

MaRo expressly stated that only Khans is wedge. So the rest of the block wont focus on it, though it may still have some traces of it just in smaller numbers. And 'Louie' is part of the Khans block and they've haven't switched planes at the end, sure show an important change to the plane, but not out right leave it. I don't think Wizards is going to change to the status quo for the last 3 set block.
Now going with your last two sentences JovianHomarid...I think the answer to both statements is yes...& no.
The Planeswlakers guide to Tarkir mentioned a Temur shaman, shamans who can see the past, the now, and possible futures, talking to Sarkhan about 'another now' where the dragons ruled the humanoid races. So 'Louie' will just be a set about us seeing the 'another now'. Though I think the twist will be just that, just a view into an alternate Tarkir where Ugin was never killed by Bolas. So the Tarkir we are getting to see in 'Louie' is a different plane in the sense that its an alternate universe And the clans we'll see are still tri-colored just lead by dragons, more than likely a legendary wedge dragon. We may even find out that the clans in our universe are actually named after said defeated legendary dragon. i.e. - the RWB dragon was named Mardu.
Wizards only majorly 'changed history' one time and that was because otherwise the multiverse would just be Phyrexias. i.e.- the good guys had to win.
Mirrodin still having life was admittedly a minor blunder, but was sensibly rectified. And Ravnica unknowingly having merfolk didn't have any effect on the prior story so it wasn't even a retcon anyway.
However having Ugin survive changes far to much of the stories Wizards has built up until now starting with....
Sarkhan doesn't have a desire to leave Tarkir because dragons are still around meaning hes not there to stop a dragon from eating Ajani when he planeswalks to Jund. Then Bolas possibly succeeds and Alara is destroyed in the process. Also Bolas isn't able to send Sarkhan to the Eye of Ugin in an attempt to unleash the Eldrazi. Even if the Eldarzi are awakened. Sorin and Ugin arrive to reseal the as the did in the past and have no need to have Nissa along. The Lithomancer seemed to share the knowledge of how to use the hedrons to reseal the Eldrazi since Sorin was going to do it by himself anyway. And without the Eldrazi loose Gideon and Kiora don't have any point in their current story lines.

I have a similar theory, but somewhat different too. Let's see what this shaman actually says:
"Chianul is old for a Temur, around fifty. (Life tends to be short due to a harsh environment and nearly constant warfare.) He was the One Who Whispers Twice when Surrak assumed the mantle of Dragonclaw, and he has seen another version of the "now" in which dragons are ascendant, leading the humans. Sarkhan Vol spent some time with Chianul as a young man, learning about his visions, voices, and knowledge of dragons. The old shaman recently led a Wide Whisper that revealed what he called a "weak point in the multiple nows." He believes Sarkhan needs to accompany him to this location to assist with a ritual that will "heal the now.""
The dragons lead the humans. Not "the humanoid races". So, what about the other races? They fend for themselves? That makes me think Louie's theme will be tribal. While KTK was like Alara, the third set will be more like Lorwyn, with multicolored racial factions but almost no multicolored cards.
