It's almost straight time walk honestly, especially on turn 2 on the play. It is also a counterspell that can also land destruction the opponent if they don't have another land in hand in the early game for example and you lapse their play suddenly they fall behind a land drop, had their spell countered, etc. etc. It's in the same boat as remand. Not going to ever happen in standard again.

The only time I see someone annoyed is when they are mana screwed. Usually when I say its countered and then tell them to put it on top their library they are more surprised expecting it to go to the graveyard. At least with more casual players that's what I see. I am not sure if it would be too powerful for standard.

I was using brainstorm as an example of a powerful draw spell, but yeah you are right it isn't in modern. Same for counterspell, though with that I was just meaning it as a generic counterspell term. That said, I completely agree with you. Wizards would be wise to have a everything but standard set that comes out every year. In my ideal world, it would contain many reprints, would be geared towards drafting, contain new cards, and not just be another modern masters 15 bucks a pack type deal. Give me a modern core set each year that introduces some new cards to the format too. I really wouldn't care if the packs were a little more expensive than standard packs too if Wizards is afraid new players would get confused by them and try to play them in standard events. They already see that happening with themed decks, and it isn't ruining the would of magic. So MSRP the things at 5 bucks a pack and give me some good modern stuff so I actually feel like playing that format. Until modern stops feeling like a format where you aren't allowed to play the good stuff like DRS and JTMS because they are "just too powerful," I'm sticking with legacy. I nearly have one professional level legacy deck completed, and I look forward to building another one.

I'd prefer it being uncommon, it is unplayable at 3 cmc in Modern. Also, Hinder is 3 cmc too.
Memory Lapse isn't broken though. Its not even played in legacy. At least it would have a home in modern and would see play during its time in standard if it was printed.

Lapse of Certainty pretty much proved 3 is too much to pay for that effect.
For 2U, I would want a card that says "Put target spell on top of its owner's library".

I do not see Memory Lapse ever beeing printed in a Standard legal set - thus making it Modern legal - as long as Isochron Scepter is legal and unbanned in Modern. Seriously, if you successfully get that out, you can lock most decks out of the game very quickly. Remand is a decent target for the Scepter, but not enough to warrant people trying to make that a "thing." Memory Scepter would be attempted. Would it work? There is so much artifact hate available, maybe not. But, do we really want the potential of seeing people running artifact destruction main-deck in Modern, not because of Affinity or Robots, but because of Memory Lapse and Isochron Scepter?
Before people try to say this is a silly combo and "jank," remember that we have a deck called Blue Moon. Seriously, who thought we would see a largely Blue deck running Blood Moon? Anybody?
Decks that lock people out are popular, even if they are not the best bet in the format.

Remand and Memory Lapse are similar but would still quite a bit different. Remand becomes worse in the late game. Memory Lapse not as much however it doesn't dig.
The whole idea of memory lapse on Isochron Scepter would be oppressive. Seems a little absurd, first abrupt decay exists. Lightning helix on Isochron Scepter is probably more scary since you can't play around it. It either kills your guys or hits you in the face.
