I imagine that Conspiracy shall be similar to Archenemy, Commander, or Planechase, in that it shall contain both reprints of existing cards and completely new cards that are legal only in vintage and legacy formats, and that it shall also have special variant rules to make the game more interesting.

“Those who would trade their freedoms for security will have neither.”-Benjamin Franklin
“When the people fear the government, there is tyranny; when the government fears the people, there is liberty.”-Thomas Jefferson

“Patriotism means to stand by one's country; it does not mean to stand by one's president.”-Theodore Roosevelt
Just like Planechase and Archenemy (and the first batch of Commander decks), this yearly slot is always used for casual multiplayer product.
Obviously this one will involve drafting, so people are comparing it to Cube. But the low number of unique cards (210) makes me think there are multiple copies of certain cards, maybe based on rarity. They won't sell a product that simply ignores rarity. Rares are still going to be rarer than Commons.
Since there only 65 "new" cards out of the 210 cards in the set that leaves 145 cards that will be reprinted. Based on the promotional art for Conspiracy I think the specter warrior could be Geist of Saint Traft(Only has one printing so far, used in America Control's sidebord in Modern)

Conspiracy takes place on a specific plane, which doesn't seem to be Innistrad, and Geist of Saint Traft is legendary.
My guess is that it's a cube product, and some of the cards change ownership, i.e. put a card from an opponents graveyard into your hand, change x cards in your hand with target opponent.

It's not a cube product, we know what it is now. It seems likely that the 13 cards not legal in Vintage will have a new type called "Conspiracy", but what precisely that entails is yet to be seen.
I clicked here hoping this was speculation on the Conspiracy card type that was briefly revealed at the PAX East Panel on Saturday, soooo, I'm going to speculate on that a bit.
Attached is the sample they gave us at PAX. Because Conspiracy (the set) is centered around drafting, I am inclined to think that the card type will do something along those lines, a la Cogwork Librarian. That would beg the question why Cogwork isn't just a Conspiracy card. Because of that, I would venture to guess that the new card type is like Cogwork in that it has things to do while drafting, but also may operate similarly to an instant or sorcery in-game.
My guess is that Conspiracy cards will take the place of Basic Lands in the packs. If they have some relevance in draft that would make sense, it seems like any special mechanic using them would require some way of making them as evenly distributed as possible.
I think they'll play more into the multiplayer aspect of it, although maybe they'll interact with draft too.
Before the card type Conspiracy was revealed my guess was that the Vintage banned cards would be something like Checks and Balances but now that we know there's a new card type, it presumably has new rules and interacts with the game in a manner totally different from existing cards. Making the cards have an effect on the draft would be one way of accomplishing this; if they're just regular cards that have an impact on multiplayer it raises the question of why they couldn't just be regular cards with an impact on multiplayer. Alternatively, they might go in the command zone and have some effect there. The name suggests some kind of secret objective to gain some benefit, possibly even winning the game, but I'm not sure how that would fit into the draft format. We just don't know enough yet, really.
