Mill isn't really a thing, but attaching it to EVERY spell you have gives it more weight.
Please no. UB doesn't need more mill. Too many potentially cool cards in a potentially awesome color combination turn into "Blurgh let's put a bad uninteractive mechanic on it blorp".

How about "Whenever at least one creature yo ucontrol deals damage, target player discards a card"?
There's already tons of cards around that have this effect. Hell, Aberration has almost exactly that effect, to the letter, and has the added bonus of getting huge off of it. Personally I'd rather have a something that enables UB control. I mean I guess that Phenax might push Linear UB Aggro Mill over the edge, but meh. Maximum meh.

That sounds nice. I'm thinking opening the restriction to ANY creature dying (while you still get to choose who pitches a card) would be pretty sweet. for people who want UB control you might not always want creatures on board, especially your own stuff dying

...except those aren't indestructible, and Mirko needs to do damage to Grind, which goes against the entire point of mill.
And Consuming Aberation probably costs more than Phenax will.

In a U/B deck if you're actually playing control (Hint, Dimir couldn't do it because they relied on doing damage and were schizophrenic with mechanics) mill is fine to win with if you're playing the long draw-go game. Aggro Mill is silly and shouldn't be supported, which is why Dimir did it wrong. It fights against itself.
And the whenever a creature dies: Draw a card and opponent discards is completely overpowered.
At the beginning of each end step, if a creature died this turn, put a 4/4 blue and black Vulture* creature token with flying onto the battlefield under your control.
*Bird as the creature type, Vulture for the art.
Art usually doesn't tie to mechanics, but the land in front of the dual gods does kinda reference the ability.
Ephara - Polis - Learning = Card draw.
Karametra - Farmland = Cultivation.
Xenagos - Festival = Excitement (haste) and frenzy (strength).
Mogis - Graveyard - Death = Sac or Shock (both hurt civilization).

For what it's worth, the opposite of evergreen is "deciduous" so I suggest we start using that from now on to refer to shroud, banding, islandhome, etc.

Some of the SCGlive guys made a notable observation today that all the Minor Gods' abilities tie to creatures in some way. Ephara draws cards when you play a creature, Xenagos buffs creatures, Karametra fetches lands when you play creatures, and Mogis deals damage if your opponent has no creatures. So, Phenax likely also plays with creatures in some way, most likely with your opponents' creatures as Mogis does.
Here's my guess:
Whenever a creature dies under an opponent's control, mill x
Wild guess here, but Sylvan Library? MaRo's said a few times that it should really be a UB effect. Tack it onto a 4-mana God and it'd definitely be a force to be reckoned with.

But we are talking about an indestructible, cheaper card that activates whenever your opponent tried to do something. That's a lot different than Mirko and Consuming Abby. I think this ability has potential.

That's a pretty strong effect for a UB mythic rare god if you ask me, especially if it's 3-4 mana.
But what about putting 1/1 fliers (like the Horrors from Call of the Nightwing) equal to the number of creature that went to the gy this turn from the battlefield? even better!
Yes, a murder of crows makes more sense, good call.
If Phenax can manage to be 4~10 card mill unless they sacrifice a creature/discard something, then he'd see play. Curving Ashiok into him would be a nightmare for your opponent.

My only issue with this is that random discard is a red thing, see Wild Guess and Tibalt, the fiend-blodded
