I don't think that day will come for a very long time.
As much as green and blue have really switched top and bottom places on the Magic "totem pole of power" over the last 15 years, green's ascendancy is not yet complete. (Blue's nerfing might be, but I'm not counting on it.)
Once we get to a place where uncounterability (or more likely, something that's not quite the same as uncounterability but works on a similar principle) becomes evergreen, and commonly accepted as part of the game, then Counterspell can re-enter the discussion.
Basically, when a hard counter is no longer a hard counter (which I expect to someday be the case) then Counterspell can return. And not before then.

I disagree -- the UU cost on counterspell makes it a difficult turn 2 play. You can play mana leak in all kinds of decks, but counterspell requires a very heavy blue commitment. CS is much better late game, but the way magic is now if you've gotten to the late game and you're playing counterspell, you probably don't need it to win.

We're talkin about t3 Blightning, t4 cryptic, t5 bituminous, t6 titan, and t7 cruel ultimatum-type of manabases than when counterspell was still legal in standard. If you realy want to play Counterspell, UU is not restrictive all.
Anyone who thinks the UU casting cost is a draw back has not played Standard lately. The mana bases of Standard make it very easy to cast counterspell on turn 2 and not be blue based. Counterspell has zero drawbacks and is a catch all counter, something Wotc has been going away from. I wouldnt expect counterspell to be reprinted in a long while.
Mana leak was 'too good' in standard because of snapcaster mage and delver of secrets being in the picture. That was the only reason and even then leak wasn't the problem, delver and snapcaster were. I think people would be VERY surprised at how powerful counterspell would be in todays world, just like lightning bolt. It wouldn't break standard at all to reprint counterspell.
