A 2 mana bounce spell is still unlikely these days. I would guess the following:

Choose one - Target creature Gets -2/-2 until end of turn, or Target creature gains Fear and Shroud until end of turn, or Target player skips his or her next draw phase.
I think it might have: counter target creature spell, target player reveals his or her hand and you discard a non-land non-creature card, or target creature is unblockable this turn.
Turn 1, I play a Watery Grave, your go. You play a land, tapped, and pass.
Turn 2, I play a Drowned Catacomb, and pass. During your upkeep, I bounce your land.
Since Dimir is the guild of information, I also expect one of the modes to either look at a player's hand or even discard a card. Like:
1. Look at target player's hand, that player then discards a card. (BU)
2. Target creature gets -2/-2 (B)
3. Target creature is unblockable until end of turn (U)
For those who still think the charm is cycle is made up of 1 mana effects, Izzet Charm is the worst of the cycle purely because all of its effects are for 1 mana while other charms get multiple effects that would normally cost 2.

The last ability is for both flavor and play style of Dimir. All of your creatures gets hidden in shadows and can only be targeted by abilities if an opponent's creature luckily has the ability to block a creature with evasion you control. Anybody that gets through slits the opponent for massive damage.
Choose One: Target creature you control is unblockable this turn or Target player reveals their hand, you may choose a noncreature, nonplaneswalker card they control and they discard it, or Exile the top 6 cards of target player's library.

As i know Wizards don`t like instant speed discard, and all charms are instants so I highly dought Dimir Charm will have discard as 1 of it`s effect.

This is not how bans/unbans work. Its always the enabler that gets the ban, not the card that is being abused. If you would have Yawgmoths will + whatever cards - it would be Yawgs that would be banned. If you would have Stoneforge and batterskull - it would be stone who would be banned and that is exactly how it works. Furthermore, banning a card in order to unban a different card is a thought process that was and wont be never applied in practical means.
Probably too strong, but definitely printable if Wizards wants to push it. Finding that last mode was tricky since Blue and Black don't actually share that many interesting abilities.

No. WoTC has an issue with repeatable instant discard. Instant discard is rare, but seen. Usually on a dismal failure type of card so it can't be used on draw step. Regular instant discard is fine, as long as it is only 1.

A charm shouldn't have multiple game winning effects. Bouncing a land on your second turn is an insane tempo advantage. Removing counters shuts down entire mechanics and cards. Making everything unblockable allows you to easily kill.

would like to add that in magicthegathering.com (don't know which article) someone has put that the RTR charms all have two monocolor abilities, one for each of its colors, and one that fits both colors, so you can expect the next to work this way too. so, we have: 1 small U ability; 1 small B ability; and 1 small BU ability. i bet the monoblack is discard 1, b/c that is very dimir and not seen yet. i'd bet on some king of bounce for blue, but not sure if would not be too powerful, even if it was only for creatures. no clue about the UB ability.
also, i'd like to say that the effects are not neccessarily 1 mana effects. many of the effects in the RTR charms are better than 1 mana, but not strong for 2, and this is balanced by the other 2 effects being small.
Izzet Charm's U mode is not Negate, so I don't think Dimir Charm's will be Essence Scatter. It will be more likely a bounce effect.

Because all of those effects cost two mana. The five charms we have all have effects that cost one mana.
Not true look at Selesnya Charm a 2/2 vigilance flash creature is not a one mana effect and neither is Reprisal
Golgari Charm's -1/-1 is also not a 1 mana effect and arguable regenerating all creatures isn't either
Azorius Charm's weird Divine Verdict Griptide combo hasn't really been seen before but I'm pretty sure they would no print a 1 mana spell that did that
So no the effects don't actually have to be 1 mana effects but the pattern is 1 of the first color 1 of the second and 1 that is both colors
