Actually another thing they could be hinting toward
A knight tribal legend that’s atlewst Mardu
I'd love a Mardu legendary knight. Double points if it has flanking, triple if it is a new version of Telim Tor, quadruple if it gives all your knights flanking.

Samurai Legend please. Possibly in Saskia's four color combination. But Mardu will be fine as well. Give it Bushido as a thematic connection, but make the other ability more geared to being playable with and both outside Samurai tribal as well.
I wouldn't mind a RW Samurai legend in an Equipment matters deck. Of course, I'd also like a UB Ninja and RW Samurai Partner duo.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.

The flavor disconnect on that would annoy me to no end. The creation of the Ninja clans was a direct reaction by the populace to oppression from the Nobles/Samurai.
I wouldn't mind either Samurai and/or Ninja's, but not in the same deck. And I would not mind either expanding into a third color.

Agreed. I think of you're going to join 2 tribes i would go with samurai // monk and ninja // rogue and make them jeskai and sultai i guess with their knowledge of plant based poisons and smoke bombs can explain the G.
In the case of the former, they can always be a Samurai/Ninja duo from another plane. Or they can be exceptions to the rule, a RW ronin looking to regain his honor and a UB kunoichi outcast (and yes, there is the chance they could be a couple in the grand tradition of Opposites Attract).
Historically, a lot of Samurai were Ninja, and regularly employed Ninja discreetly.

Historically, no, no they were not. I've studied the topic extensively. >.<
It did happen that some Lords hired Ninja to spy on (or assassinate) rivals, but the ninja were never in their direct employ nor were any Samurai ninjas. Samurai were all of noble birth, and were trained in the way of the Japanese nobles from an early age. Traditionally, it was the oldest son (or in some cases sons) of the family that took on the mantle of Samurai and served the local lord, but it did happen on more than one occasion that a daughter took up the mantle instead. Usually because all eligible males in the family were dead.
Ninja on the other hand, almost exclusively were from the lowest rung of society, the downtrodden, who started to rebel against oppression by their lords, mostly because Samurai had a tendency to rape farmers daughters and kill the male peasantry, without any fear of retaliation. There is a reason why nearly all early ninja weapons and tools can trace their origins back to farm implements. Eventually the ninja got organized and created clans to oppose abusive lords/samurai from the shadows, training and raising their children to become future generations ninja in secret. However, when the feudal system started to, well, get phased out in Japan, so was there little need for Ninja, and they quietly disappeared. Some traveled to the west (I.e. Europe and the US), where they founded various martial arts studios or just blended in, leaving their old lives behind.

Green has a lot of "hide in nature" and sneak attack kind of stuff with flash as well.
I think they are going to do tribal commander. The core set has a lot of tribal cards. Then we will have more cards that we wish where in modern for about a year and then surprise when modern horizons 2 is printed all of those cards will be included. Or you could use all of the multi color legends in the core set as your color map for the commander decks. I still think it's odd that these two sets Horizons and Core 2020 could easily be booster drafted together and you could have a commander themed draft.
I would be fine with Tribal as long as we could stray from the "big" tribes. Give me Pirates, Rogues, Treefolk, Knights, etc. Please no elves, merfolk, etc.

If we get tribal we can expect two popular tribes and two that WotC thinks would be fun. Last time we got Dragons and Vampires (popular), as well as Wizards and Cats (wizards because of Dominaria's minor wizard tribal theme, and cats because it seemed like fun).
For the popular tribes, I could see Slivers and maybe Angels, for the two others, just about anything goes.

I think it would be really cool to see officially supported very cool and powerful but EDH orphans creature tribes like Avatars or Horrors (or more with sea monsters).

While something like Pirate Tribal Commander sounds great on paper, you have to remember not every tribe has as many viable reprints as stuff like Merfolk and Elves. Right now the grand sum of reprintable Pirates is two sets, some color pie-breaking cards from Mercadian Masques, and a few one-offs. A Pirate Commander deck would be easily 50% Ixalan block reprints out of necessity. Same for Ninjas and Kamigawa. Give them a few more sets, and then they should have the variety necessary to constitute viable Commander decks. In the meantime, I can see more cards like Yuriko, the Tiger's Shadow that fit into a larger deck theme.
Some tribes have the necessary volume for reprints, and enough color variance that a legend that covers those colors would be greatly appreciated. Before C17, Cats had no GW legends even though there had been plenty of Cats printed in green and white by that point.
Rogues have a lot more to work with than Pirates, and have plenty of presence in blue, black, and red. However, a Rogue Commander deck this year is more likely be UB than UBR as we got a UBR Wizards deck in C17, and I'm assuming they want to wait until C20 at least before they start repeating any color combinations.
I'm not sure Treefolk as a tribe are exciting enough for a precon dedicated to them.
Knights would be cool, though we already have a decent number of Knight legends now, including four for WB. Granted, three of them are Vampires, and one of them fits into a Vampire deck better. But Knights aren't exactly hurting for legends right now.

Can someone explain to me why knights and spirits aren’t getting any mention?
I notice quite a few spirits in core 2020 and fans were clearly not satisfied with O-Kagachi, the vengeful kami due to lack of power and no spirit synergy besides “cast spirit or arcane spell” on the other spirits
And knights have Ben requested for quite a bit mardu is perfect but more colors the bettet
A RGW deck, a G/5C (like Tazri) deck, and some combination of wedge pairings other than RWB, allied pairings other than GW, or enemy pairings other than UR to fill the other two spots. I think we'll see something new as the main thread tying them mechanically, tribal support will be present but not pronounced, one of the decks might be snow themed and one of them centered on devotion, and I hope Partner makes a return in some form.

You do know that three of the legends you listed aren't *tribal* legendaries, right? Only Edgar and Varina care about their tribes. Tuvasa is very much an enchantment commander, Shattergang is about sacrificing permanents, and technically, you can't call Kethis a tribal commander, as he cares about a supertype rather than a creature type. Which means that those three color combinations (BRG, GWU, and GBW) still need their tribal legends (Goblins, Merfolk, and Elves respectively).
As for knights, although we do have several legendary knights, we don't have a legendary knight with tribal abilities that cares about the colors we actually need, specificly, the tricolor combo of Mardu (BWR). It's like the difference between Ishkanah, Grafwidow and Thantis, the Warweaver, while the former is a fine tribal legendary, it was only in two of the three colors people had asked for and needed to their spider tribal decks. While the latter has the colors, but lack the tribal component. WotC are brilliant in giving people what they ask for without actually giving them what they ask for. It wasn't until the last batch of tribal decks they actually managed to give people the tribal legends in the colors that people actually wanted, and even then they partially failed (People wanted Grixis vampires, we got Mardu, the only reason people haven't complained loudly was because of the large number of white vampires in Ixalan block).

Morophon was a bone for the tribes with few if any creatures, like Brushwagg or Dreadnaugt. We got other tribal legends both in MH1 and in Core20. One does not preclude the other.
As for -1/-1 counters for a theme, I could see that, particularly considering the large number of cards they have created with them over the years, some from prior to the new frame that have yet to be reprinted and that are not on the reserved list, like Fevered Convulsions.

i believe the decks will be the following:
Naya
Dimir
Abzan
Temur
and no tribal theme as the main focus. If you look during the last 2 years, every colors each year, gets depicted at least twice. Funny thing, people said the same shortly after BFZ/Oath. I find it no more or less likely to happen now than then.
