Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

After a very weird dream last night, I got to wondering something that has me intrigued. What if in the next set Sorin shows up as the Orhzov planeswalker? It’d be a huge and fun story surprise, after all the last we saw him was being trapped by Nahiri in a stone cage that prevented him from planeswalking away from Innistrad.
If this happened it would lead to a ton of speculation that Bolas freed Sorin and Sorin now has to repay the favor, but it also could leave them open for Ugin to make an appearance in the 3rd set for a crux of fate rematch battle(since Ugin could be the one who frees Sorin). If this admittedly far fetched speculation happenes then I could see Nahiri showing up in the 3rd set as well, working for Bolas and taking over the Boros guild.
And I am not sure we will see Dovin. Though I would love to see Azor I think the other Planeswalker from the book cover seems at least a bit UW and could easily be the one we are searching for. At least he seems to play a role. And he would be the only new Walker if Domri gets a card. I would really like to see Ramaz and it is likely the last chance to see him as Bolas' minion. But Domri seems more likely. And Kaya is a given I think.
I thought that character was female? Hard to tell. At any rate, the magic they're using certainly seems to lean toward white with a bit of blue, but they don't look like someone who would gain authority over an entire law Guild. Dovin at least has experience as a law enforcement officer, and his values are aligned closely with those of the Azorius. Plus, he's got connections with Bolas via Tezzeret.

I'd say it must include all "masterwork" planeswalkers, if it wasn't for Elspeth. What gives?
We know of the Gatewatch (Gideon, Chandra, Jace, Ajani, and Teferi), plus two allies (Jaya and Karn). That's seven. There's at least five working for Bolas, so one dozen already, but almost half on Bolas's side at first. Ajani needs to bring at least another 12, and have all Bolas's guildmaster minions turn on him, to reach 24. That's a tall order.
Dozens has the potential of falling flat on its face, but if their worldbuilding can handle it, it can also be really epic. They can throw out some really risky character design and see what sticks. I can't see how it wouldn't overstuff on a card basis however, even with only a fraction of them represented in actual playable cards.
Much like how Isperia's been killed off, I expect that in RNA Borborygmos will be defeated by Domri, who establishes the Zhur-Taa as the new dominant Gruul clan due to their affinity for beasts. However, one of the Gruul shamans senses that Domri is being corrupted by a dark entity, and so urges the other clans to oppose the Zhur-Taa, maintaining the status quo of the Bolas Guild legends being opposed to the Planeswalker leaders.
Teysa seems like she'd actually be grateful for Kaya destroying the Obzedat, so more likely it is the Obzedat themselves who are Orzhov's rare legend in RNA.
Now Azorius infighting will be interesting to see, because both the Bolas walker and the opposing legend have to believe in bureaucracy to qualify as Azorius, yet still be opposed to each other's policies. I could see there being an election for the title of Supreme Judge where Lavinia runs against Dovin or whoever Bolas' Azorius walker will be, only to lose the election against said walker. Of course there's also the fact that Lavinia knows the Gatewatch personally and works for Jace, while Dovin's history with the Gatewatch has mostly been confrontational. So while there may not be an overt opposition between the two, their shared knowledge and opposing opinions of the Gatewatch could lead to internal conflict down the line.
The Azorius would be the prevailing reason as to why the idea of the Bolas Guilds being perfectly color-balanced seems a tad implausible, as Dovin doesn't seem like he has the necessary experience or clout to establish himself as the Senate's new leader. There's always the chance a different WU Walker affiliated with Bolas steps in and takes over, but barring Azor himself, who Bolas believes to be a gold statue on Ixalan right now, it's hard to imagine anyone just walking up to the Senate and saying "I'm the boss now". (A quick tangent: Could Jace be planning to lift Azor's exile on Useless Island and return his spark to him once Bolas has been dealt with? He might be planning to make Azor return to Ravnica and take responsibility over the Azorius there. Better than letting his spark power a planeswalker trap.)
The Cult of Rakdos seem like they'd be easy to take over by force; just send in Liliana or someone else powerful enough to destroy Rakdos himself, and boom, they're the new boss of the Cult. Maro has said in the past that Liliana leans BR, and while I personally think the Orzhov would suit her tastes a lot better, we already have Kaya as the probable PW for that guild. Of course Liliana could also start an uprising within the Cult with Rakdos as her opponent; Ral usurped the Izzet from Niv-Mizzet without killing him, after all. And by this point Liliana's got some experience dealing with Demons.

We don't know if all the guildwalkers will turn on Bolas. (I personally think it would be lulz if the Orzhov and Azorius guildwalkers were the only ones who are doing this of their own volition. We know Ral is an unwitting pawn, and Vraska is...in a Memory Jar. Domri and Vraska share the pariah background, the anarchist ideology, so they might be Bolas's pawns as a result.)

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Lilliana should not be able to be in charge of any guilds. I has been said that Dominaria and Guilds/Allegiance are running concurrently. Therefore Lily wont come into play until "Milk" begins.

That's true, Liliana can't be one of the Guild walkers. So yeah, Kaya seems pretty likely as Bolas' Orzhov agent.

Gotta hand it to Bolas, choosing Vraska as the agent to recover the Immortal Sun, promising her with a goal that ultimately furthers his own agenda even more than her own.
Well, the color-balance theory suggests Gruul, Orzhov, and Azorious (supported by Street Riot and Assassin's Trophy flavor text) and Domri's a safe bet but there are some other possibilities.
1) A masked planewalker (Actually Elspeth the returned) Elspeth's unique story situation makes her a manipulatable pawn. Also, about the time that they were planning out this story, it also the time they got rid of the Planeswalker Uniqueness rule: Previously, the reveal of 'The masked Orzhov leader is actually Elspeth!' would have been hampered by them being exempt from the planeswalker rule. Maybe preventing a story arc like this was a factor in scrapping that rule..
2) Kiora's an easy mark: If we discard the color-balance theory, Kiora's the ultimate mark: She's borderline obsessed with revenge for Zendikar, she's recklessly seeking new power, and fascinated by Sea Monsters. She's also not happy that the Gatewatch didn't save enough of Zendikar. For Bolas, this is basically a game of tee-ball. A few emotional tweaks and Kiora's down in the Zonots breeding her own sea monster superweapons. It just fits so perfectly into Bolas's plans.
