Hmm, I could see Ugin appearing in set 3 alongside Ajani and Bolas. But how would they address his colorless theme?
Does he need a colorless theme? I think planeswalker's colors don't have to follow the set's themes, just look at SOI Tamiyo. Or Sorin and Nahiri too, for that matter. Besides, the last set will break the two color pair pattern typical for Ravnica, so there's no way to tell what color patterns will be present.
It's more that at least one of Ugin's abilities will likely care about colorless stuff. It's kinda his shtick.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

Ajani's evidently been making a lot of connections offscreen. Through Narset, I wouldn't be surprised if he could convince Sarkhan to come along since they know each other and they're both friends with Narset (I could even see Sarkhan insisting that he accompany Narset, to try and make sure he doesn't lose her again). Plus Sarkhan might want some payback against Bolas. And if Ugin joins in, Sarkhan's even more likely to follow.
We also haven't seen what's become of Sorin on Innistrad. I doubt he's just been hanging around trapped in stone the whole time. In fact, I could see Ugin coming to get him, since Ugin knows the rudiments of lithomancy thanks to Nahiri of all people, and he might still want Sorin's help in dealing with not only Bolas but also Emrakul, should it become a threat again. Sorin knows who Bolas is, and must realize that Bolas will come for Innistrad sooner or later. He might know better than anyone other than Ugin how to destroy Bolas, being thousands of years old himself. And he'd likely have far fewer qualms about using the Blackblade than Gideon ("Hey, Olivia? Remember that sword you stole from me after abandoning me? I found a better one. And guess who gets to feel its bite first?") Although I wouldn't count on Sorin joining the Gatewatch; he's not exactly the best team player.
Saheeli might also join in to help Gatewatch, even if she's not currently interested in joining. They did help save her world, after all. And now that she's friends with Huatli, that's another potential ally for the Gatewatch, since Huatli appears to be by all measures a decent person. Samut might be convinced to help the Gatewatch strike back against the monster that ruined her home. She must understand that the Gatewatch were trying to stop him and are basically on her side.

Gatewatch: Jace, Gideon, Chandra, Ajani, Teferi
I think the max is usually 5 walkers per set so not a lot of room especially for multiple cards.
Then you have Domri Rade who should be around, any new Bolas Agents (probably introduced in core set) and whatever team Ajani recruited (probably a mix of old characters and new cannon fodder).
I don't think it would be a bad idea to introduce a planeswalker centric set where we have way over the recommended number of walkers.

Well I can see this resulting in several ways. First off I can see the planeswalker number boundary being pushed. After all, this is a planeswalker battle and while not every planeswalker will probably get a card, I can see it being 5 walkers a set. I can also see them
Doing a color balance or try to get a planeswalker to represent each guild although I doubt that’ll happen.
Anyway my predictions
First two sets:
I can see wizards doing characters who aren’t part of the immediate end game. For these I expect to see Ajani, Gideon, Ral, Vraska (although she’s probably going to play a big role in end game with Jace bringing back her memory and wrecking havoc...I see her card featured with the Golgari guild), Chandra, Teferi, Tezz., Jaya, Karn (if he shows up as a card), and any other person Ajani recruits. Any 8 - 10 of these will probably come in these sets.
Set 3:
This is the Absolute climax and to me this means the big finale. I expect Nicol Bolas will obviously be here and I expect Jace will have a role (he is the living Guildpact for what it’s worth here). I think if Ugin comes it could be here and we can see a round two of The Tarkir battle or if Azor gains his spark back it arrives it’ll be here. It’s possible he can reclaim his spark from the immortal sun (maybe I’m being optimistic). I think we will see Liliana here and either a huge betrayal or sacrifice and she may get a card. Lastly, we can see a totally new planeswalker. Any of these planeswalkers are possible but I think Liliana, Jace, and Nicol Bolas are a given for set 3 with Ugin, Azor, or a new planeswalker as the 4/ 4 and 5th card.
Presumably you want characters to roughly line up with the Guilds.
The coreset might distort this, not counting any walker decks.
But presumably you are not giving Teferi, Karn, Jaya new cards until the end of Ravnica. Granted its not a priority for Teferi and Karn since they got good to great cards while Jaya was served straight garbage. More of a problem for Teferi since Azorius is in the 2nd Ravnica Set, Karn and Jaya are MonoColor so should fit in the third set. Bolas is obviously in the third.
I am interested if Jace gets two cards in the 3 Sets not Walker cards. There doesn't seem to be enough room but WOTC loves Jace.
Considering that Azor's spark is inside the Immortal Sun and that done got jacked, yeah, it's a little too optimistic to think he'll get it back to participate in the Ravnica Revolution. Plus, Jace did kinda banish him to Useless Island.
I'm fine if they can include more planeswalkers, though I'd prefer they focus on PWs who are either extremely crucial to the story (like Vraska and Bolas) or haven't seen print in a while (Ral Zarek, on both counts). I could see Narset and Sarkhan being included, Sarkhan possibly being monored again. And if they want to make Domri Rade more story relevant, this is the time to do so. I could see Kaya appearing and being hired to deal with the Obzedat, perhaps sought out by Jace or someone else at Teysa's behest. I could see her getting along surprisingly well with Vraska as fellow assassins with scruples. Then when Bolas comes calling, the Gatewatch try to convince Kaya that her ghosting ability can be good for more than just hunting ghosts.

"Friends" is an interesting way to put it. I thought of it more as "You love me? You've never even met me!" However, Sarkhan will follow Ugin.

I put Sorin and Ugin in the same basket as Azor: Very old, very powerful, even godlike, and benevolent, but I'd much rather tangle with Bolas than have their brand of assistance.

And now that she's friends with Huatli, that's another potential ally for the Gatewatch, since Huatli appears to be by all measures a decent person. Samut should, maybe not join the Gatewatch, but certainly get revenge on Bolas.
I can't see a planeswalker in every pack, though. They're inherently complex cards. You basically have three sorceries on a permanent, and have to keep track of loyalty.

I really hope that post-Bolas they focus more on teh exploits of the new Weatherlight crew with a few cameo appearances of the now-defunct Gatewatch as they move to either address Karn's ploy of obliterating New Phyrexia or on to some other adventure.
They could always to an epilogue-style approach like seeing Jace as an aged Ravnican scholar to oversee new operations of the plane, or Chandra aiding Saheeli, or Nissa chilling out on a massive petrified Eldrazi titan carcass covered in lichen watching a Zendikari sunset in the distance while Kor children play freely.**
That would be a good way to finish it off and segue into the next arc. But I have high hopes.

One thing I have not seen mentioned, but Bolas is the face of Core 19 (https://magic.wizards.com/en/products/core-2019) so it would seem odd, to me anyway, that Bolas would get two cards within a year. Yes, I understand that the war against Bolas is going to come a head with the the third of the Ravnica sets, but he is a puppet master, he like to lie in wait. He didn't return to Amonkhet until he was ready to test and collect his army (which will likely be making an appearance in the third set). Now yes, Wizards has had trouble hiding keeping things hidden until it was time to reveal them (see Kozi in Oath and Eldrazi on Innistrad), but I doubt Bolas would show up on a plane where war has broken lose that will also have a planewalker trapping device on it until he was sure that victory was his. Likely he'd wait in his meditation realms (which both Jace and Vraska know of now and they can bring others to it) until Ral or Tez or someone new gives him an interplanar signal.
This is what I'd like to happen, anyway, just to keep three color walkers somewhat rare. But I do also concede that Bolas is likely in the unnamed Rav set.

I'm not sure how they'd pull it off, but I'm kinda hoping that Huatli, Saheeli, and Samut all get to play a role in the third set as a sort of "arc guests come back for the season finale" kind of thing. Saheeli though is unlikely with Ral and Bolas both already likely showing up, unless she gains a color and/or gets paired with another planeswalker (like her new friend Huatli). Planeswalker duos would be a very cool twist for the third set.

i assume somebody else has already suggested this but they will surely have a masterpiece series of planeswalker cameos. there is no way to represent so many walkers in one set without them being masterpieces.

Lili not getting a card would be weird, now that she is even more entangled with Bolas. Unless they decide to put off the resolution of her contract until after Ravnica, but I think it is unlikely considering how they are rushing the story lately. I expect her to have some grand (and possibly last) moments in the third set and get a card to correspond with that. My guess is that she will sacrifice herself by going against Bolas in a crucial moment and suffering the consequences written in her contract.

I recall the same speculation for Dominaria because clearly that would be the natural setting for the big planeswalker war showdown. Thing is Ravnica might actually be a more likely setting in retrospect: Dominaria is the "home of oldwalkers", but many of them don't even have cards to reprint in a Masterpiece series.

Brightflame gets some decent ratings, certainly better than any other Radiance card. I won't deny though that Radiance is probably the overall worst mechanic of the original Ravnica block.
Way I figure it, GRN and RNA are focused on the guilds, so their Masterpieces are likewise focused on the Guilds, mixing reprints from past Ravnica sets with some multicolor cards that fit the Guilds but haven't been given the Guild treatment before, while the third set will be focused more on Bolas and possibly the planeswalker war. Each guild should get about six reprints assuming the first two Masterpiece sets are 30 cards each. Assuming, of course, that these sets will have Masterpieces. Considering there's an easy theme to work around for the first two, they really ought to.

In the past, I'd suggested a set where all fifteen mythics are planeswalkers.
Here's an idea: What if they had a non-Standard booster product where the planeswalkers have their own rarity and one always appears in every pack?

Doing a color balance or try to get a planeswalker to represent each guild although I doubt that’ll happen.
Anyway my predictions
First two sets:
I can see wizards doing characters who aren’t part of the immediate end game. For these I expect to see Ajani, Gideon, Ral, Vraska (although she’s probably going to play a big role in end game with Jace bringing back her memory and wrecking havoc...I see her card featured with the Golgari guild), Chandra, Teferi, Tezz., Jaya, Karn (if he shows up as a card), and any other person Ajani recruits. Any 8 - 10 of these will probably come in these sets.
Set 3:
This is the Absolute climax and to me this means the big finale. I expect Nicol Bolas will obviously be here and I expect Jace will have a role (he is the living Guildpact for what it’s worth here). I think if Ugin comes it could be here and we can see a round two of The Tarkir battle or if Azor gains his spark back it arrives it’ll be here. It’s possible he can reclaim his spark from the immortal sun (maybe I’m being optimistic). I think we will see Liliana here and either a huge betrayal or sacrifice and she may get a card. Lastly, we can see a totally new planeswalker. Any of these planeswalkers are possible but I think Liliana, Jace, and Nicol Bolas are a given for set 3 with Ugin, Azor, or a new planeswalker as the 4/ 4 and 5th card.
The coreset might distort this, not counting any walker decks.
But presumably you are not giving Teferi, Karn, Jaya new cards until the end of Ravnica. Granted its not a priority for Teferi and Karn since they got good to great cards while Jaya was served straight garbage. More of a problem for Teferi since Azorius is in the 2nd Ravnica Set, Karn and Jaya are MonoColor so should fit in the third set. Bolas is obviously in the third.
I am interested if Jace gets two cards in the 3 Sets not Walker cards. There doesn't seem to be enough room but WOTC loves Jace.
I'm fine if they can include more planeswalkers, though I'd prefer they focus on PWs who are either extremely crucial to the story (like Vraska and Bolas) or haven't seen print in a while (Ral Zarek, on both counts). I could see Narset and Sarkhan being included, Sarkhan possibly being monored again. And if they want to make Domri Rade more story relevant, this is the time to do so. I could see Kaya appearing and being hired to deal with the Obzedat, perhaps sought out by Jace or someone else at Teysa's behest. I could see her getting along surprisingly well with Vraska as fellow assassins with scruples. Then when Bolas comes calling, the Gatewatch try to convince Kaya that her ghosting ability can be good for more than just hunting ghosts.

I put Sorin and Ugin in the same basket as Azor: Very old, very powerful, even godlike, and benevolent, but I'd much rather tangle with Bolas than have their brand of assistance.
Samut should, maybe not join the Gatewatch, but certainly get revenge on Bolas.
I can't see a planeswalker in every pack, though. They're inherently complex cards. You basically have three sorceries on a permanent, and have to keep track of loyalty.

They could always to an epilogue-style approach like seeing Jace as an aged Ravnican scholar to oversee new operations of the plane, or Chandra aiding Saheeli, or Nissa chilling out on a massive petrified Eldrazi titan carcass covered in lichen watching a Zendikari sunset in the distance while Kor children play freely.**
That would be a good way to finish it off and segue into the next arc. But I have high hopes.

Lili not getting a card would be weird, now that she is even more entangled with Bolas. Unless they decide to put off the resolution of her contract until after Ravnica, but I think it is unlikely considering how they are rushing the story lately. I expect her to have some grand (and possibly last) moments in the third set and get a card to correspond with that. My guess is that she will sacrifice herself by going against Bolas in a crucial moment and suffering the consequences written in her contract.
I recall the same speculation for Dominaria because clearly that would be the natural setting for the big planeswalker war showdown. Thing is Ravnica might actually be a more likely setting in retrospect: Dominaria is the "home of oldwalkers", but many of them don't even have cards to reprint in a Masterpiece series.
I would consider whether they actually could use Masterpieces or something similar to reprint all the guild mechanics. Though there is no way a good card with radiance exists. ^^ Both Ravnica blocks though are full of cards that are woth Masterpieces outside of the suggested planeswalker theme.

Brightflame gets some decent ratings, certainly better than any other Radiance card. I won't deny though that Radiance is probably the overall worst mechanic of the original Ravnica block.
Way I figure it, GRN and RNA are focused on the guilds, so their Masterpieces are likewise focused on the Guilds, mixing reprints from past Ravnica sets with some multicolor cards that fit the Guilds but haven't been given the Guild treatment before, while the third set will be focused more on Bolas and possibly the planeswalker war. Each guild should get about six reprints assuming the first two Masterpiece sets are 30 cards each. Assuming, of course, that these sets will have Masterpieces. Considering there's an easy theme to work around for the first two, they really ought to.
