So far we have gotten cards or at least art references to everyone from Jodah, to Urza, to Karona, and even Chainer. There is a card referencing Kamahl and Refer even has his spark, again. What are the odds that we will get more characters vital to the stories of Dominaria's past? Namely, Braids. The Cabal still play a huge role in the story and Braids was always my favorite character.
It's not a retcon, he lost it and got it back. Retcon would mean "Teferi was never not a planeswalker."

Not yet, because it hasn't happened yet. The story of Dominaria is currently released chapter by chapter. You can read up on it starting here with Episode 1.
While not explicitly stated you can figure out by reading the story closely as well as the flavor text of cards already revealed, that Jhoira is carrying something powerful that might be an actual planeswalker spark or maybe something else; she considers using it to power the Weatherlight, but the fact that she doesn't need it and the flavor text hints make it obvious she is going to pass it to Teferi who will be able to use it to reignite/replace his lost spark.
Since we don't know what exactly this powerful object is, it is hard to judge the merits of this from a story-telling perspective. But whether the resolution (which is not yet made public, but will be over the course of the next ~two months) is satisfying or not, it is apparently a retcon since the fact that Teferi has lost the spark is clearly ackknowledged in the implications from the already revealed flavor text already.
I suggest you read the story as it unfolds one-week at a time and you'll know as soon as anyone how it plays out.

We've known pretty much since the end of Invasion block when Karn became a planeswalker that Sparks can be transferred, so the mystery then becomes: Whose spark was it originally? It can't be Urza or Dyfed's, because they were used up during the legacy weapon firing and Karn's closing of the Tolarian rift respectively. It can't be Tevesh's Szat's either, because it was used to power the powerstone bombs that the Titans used to blow up Phyrexia. Nor can it be Taysir or Daria's, as they were not absorbed into powerstones unlike Tevesh Szat's.

It can't be Urza or Dyfed's, because they were used up during the legacy weapon firing and Karn's closing of the Tolarian rift respectively.

Karn should be on his second spark now. Urza had two sparks, his own and Glacian's. One was used up when the legacy weapon fired. Karn got the other. Karn then burned out that Spark fixing the Tolarian Timerift, which led to him having a massive "Oh, Crap" moment, when the Glistening Oil he had been trekking all over the multiverse through Xantcha's Heartstone started to affect his body (Having a spark makes one immune to the Glistening Oil.), which in turn made him activate the planeswalking engine from the Weatherlight (which was a component of the Legacy Weapon) to planeswalk to Mirrodin before it started to compleat him.
Then Scars/New Phyrexia happened, and Venser gave up his Spark to reignite Karn, and he has been spending the intervening years trying to undo the damage he caused by inadvertently trekking glistening oil all over the place and fighting the Phyrexian influence on dozens of worlds, including Dominaria.
TL;DR: Urza burned up either his own or Glacian's spark when the legacy weapon fired, Karn got and used up the other, then got a new spark from Venser. So Karn is on his Second spark.
Also: Teferi will be on his second spark at the end of Dominaria.
