Any Serra PW would definitely have to be mono-W. She couldn't be Bant or anything green, as artificially creating your own world feels like about the least-green thing you could do. Plus, as others have observed, everything with "Serra" in the name is mono-white, with the sole exception of the deliberate inversion of the color pie in Planar Chaos.
A mono-white Serra deck would be a great opportunity to print some more W card draw, a la Mentor of the Meek and Alms Collector, to help the color out, and while they couldn't give W actual ramp, some more cards like Gift of Estates or a more reasonable functional Land Tax reprint that ensure you hit a land drop every turn would be sufficient to alleviate W's mana problems.
I'm still not a hundred percent certain that the blurb for C18 is anything but marketing copy, but as a huge fan of mono-W and Angel tribal I'd absolutely love a Serra Planeswalker for Commander, so I certainly hope we're getting another cycle of PW commanders.

Well, maybe not. Mairsil, the Pretender wasn't the eminence/face card of his deck and people have been wanting a card of him since literally The Dark - the face card of his deck was a complete unknown new character. Same with Mirri, Weatherlight Duelist, and O-Kagachi, Vengeful Kami was a massively important character in Kamigawa, unlike The Ur-Dragon, who was never a physical presence in the story.
I'm pretty sure all of us want to see Urza and Serra, but try to control your expectations, they could have done Serra back in the original PW Commander decks but they chose not to, and for as long as Maro works on WOTC i don't think we'll ever see Urza on a card.

I'm pretty sure all of us want to see Urza and Serra, but try to control your expectations, they could have done Serra back in the original PW Commander decks but they chose not to, and for as long as Maro works on WOTC i don't think we'll ever see Urza on a card.
Yeah last time we had two Iconic, two New for a main storyline tie-in, and one random for Conspiracy tie-in.
So I expect another two Iconics and two storyline tie-ins. But yeah I doubt we see Urza.
Say, what if they had a cycle of Gatewatch CPWs in addition to the face cards? Jace and Chandra would be the two top picks given their popularity, but I could see Gideon and Liliana getting CPWs too. Ajani, who handily represents green as well as white in the wake of a certain Elf's heartrending departure, could take Gideon's place in the cycle, so all five colors are represented between four cards. Although, if Nissa were to be left out of the GWSCPW cycle due to her leaving Gatewatch, it stands to reason that Liliana would be too, since falling under Bolas' control pretty obviously means she isn't part of the team any longer.
Since Jaya was a popular request last time, I could see her getting a CPW as well, but Jaya and Chandra would feel awfully similar on account of both being pyromages.

Enfranchised players wanted Mairsil and O-Kagachi. Mairsil was barely even mentioned in cards outside of very old flavor texts, and O-Kagachi is one of the most important characters of, according to their market research, one of the worst blocks in Magic history popularity-wise - in other words, the best of the worst. These aren't the kind of characters your average casual player would recognize, and definitely not the kind of character that would sell products for the masses.
Serra is very different. The very first cards a new player would probably play are the Alpha iconics - Shivan Dragon, Sengir Vampire and Serra Angel. Wizards want to make sure that newer players use Iconics as their game-ender bombs, so they have included them in almost every product aimed towards newbies. And of the three, none of them has more history lore-wise than Serra Angel. So we have a character that has been alluded to since literally the inception of Magic in Alpha, that is popular between old and new players alike and that has a clear and defined design, yet that never got a card. That's pretty much a marketing gold mine for Wizards.
I just feel that, since they did monocolor CPWs last time, this time the face cards should all be multicolor, with subcoms for smaller color combinations. Serra will fit into pretty much any white deck, so as long as at least two of the decks are white, she's got a viable home. On the other hand, if she's the face card, the only subcom option is a colorless CPW like Karn or Ugin.
Of course it is possible each deck will have two or even three CPWs of the full color combination, but I imagine they'll try for a new legendary creature and a reprint commander like usual. If Serra is one of the face cards, then her deck's two other commanders will likely both be Angels. And if they want to give the deck more card draw, I imagine some manner of book artifact would work as I'd prefer white use artifacts for card draw rather than risk undercutting the color pie with overly-efficient white-exclusive card draw. I can see artifacts like Temple Bell and Well of Lost Dreams appearing in a white commander deck. Likewise for ramp; I'll happily take Sol Ring, Pristine Talisman, Marble Diamond, Pearl Medallion, and Gilded Lotus among my monowhite ramp suite.
And if we do get a monowhite Serra deck, then there's a strong chance we see at least one PW card each for Elspeth and Gideon in there, and Nahiri, the Lithomancer is a possible reprint commander candidate.

Couldn't they conceivably make Serra the "face" (front card) of, like, a GW deck? Clearly indicate the colors with the packaging/symbols and put a big splash image of Kristina of the Woods or whoever is actually two colors on the back or side, but grab attention with the big Serra card in front?

Serra's card SHOULD be mono-white as it is her favoured of all mana colours and most associated to.
But if the Planeswalker novel lore (i.e. she totally abhors black mana, but tolerates the rest. But cannot make a plane that is PURE white so she has them in the plane but totally supressed) and the Homelands lore (i.e. Aysen Abbey, the main base of the city she developed and was Patron "Goddess" to produces BANT colours ) is to be respected, she can be put in a BANT Commander deck and still fit.
Still crossing my fingers and my toes of her inclusion in this year's Commander line up... so many factors has lined up (Magic's 25th anniv, the Church of Serra being revealed to be having a huge power base in current Dominaria) for it not to happen this year again.

They actually came clean about something
The 5-color deck of tribal theme was originally going to be spirit tribal thus why O-Kagachi was one of the cards
But the dragons was deep down the more popular tribe
They could have atleast give O-Kagachi a spirit tribal ability

I wouldn't mind seeing her get a really powerful card alongside some awesome new Sea Monsters!

That would be deceptive packaging since, in the likely event Serra's CPW is monowhite, you can't use her as your commander in a GW deck. The face card needs to be a legal commander for the deck. My one concern about a monowhite Serra deck, besides the exclusion of all those cool multicolor Angels, is that if they do in fact have subcoms for each deck, Serra's deck will have to have a colorless CPW to qualify for subcom status, which most likely means either Karn or Ugin. Granted, I like the idea of CPWs being characters who have served as leaders or rulers of some kind, so Karn and Ugin aren't terrible choices given that one created an entire plane and the other is effectively the supreme Dragonlord of his plane.

My one nitpick about Kiora's theme is that there are hardly any monogreen sea creatures for her to play with. The tribes she cares about most all appear in blue, almost exclusively so. A deck lead by Kiora is going to end up running a bunch of Elves and other off-theme mana dorks. Although, C17's Mardu Vampire deck managed with just a handful of white Vampires, so I guess they'd just make Kiora's deck lean blue. At least we have Ixalan's green Merfolk to help even out the theme a little.

There's the Krasis, it isn't a type but they're fish/beast/lizard, there's is also a bunch of snakes that are those colors. I would love a new Kiora card

Yeah I think they could make the Facewalker for the deck Serra as Bant but they have to still include a monwhite variant in the deck. Maybe make the make mono white one have a specific angel focus and the bant one have a broader maybe enchant focus.

This is exactly what I want. I have the perfect mono-blue Legend to make for the 99 as well. IDK, with Green Merfolk in Ixalan, this could be a thing. A Mono-White Serra and a Jace PW commander would be the other two wishlist generals I would want. I think Serra is likely this year, but I doubt they'd do Kiora and Jace in the same series, as much as I would love it. Since we have Jace, Vryn's Prodigy, I'd love to get Kiora this year with a blue leaning deck. Whether Arixmethes is better suited for a Commander series or Return to Theros I can't say.

Since Jaya was a popular request last time, I could see her getting a CPW as well, but Jaya and Chandra would feel awfully similar on account of both being pyromages.
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Enfranchised players wanted Mairsil and O-Kagachi. Mairsil was barely even mentioned in cards outside of very old flavor texts, and O-Kagachi is one of the most important characters of, according to their market research, one of the worst blocks in Magic history popularity-wise - in other words, the best of the worst. These aren't the kind of characters your average casual player would recognize, and definitely not the kind of character that would sell products for the masses.
Serra is very different. The very first cards a new player would probably play are the Alpha iconics - Shivan Dragon, Sengir Vampire and Serra Angel. Wizards want to make sure that newer players use Iconics as their game-ender bombs, so they have included them in almost every product aimed towards newbies. And of the three, none of them has more history lore-wise than Serra Angel. So we have a character that has been alluded to since literally the inception of Magic in Alpha, that is popular between old and new players alike and that has a clear and defined design, yet that never got a card. That's pretty much a marketing gold mine for Wizards.

Of course it is possible each deck will have two or even three CPWs of the full color combination, but I imagine they'll try for a new legendary creature and a reprint commander like usual. If Serra is one of the face cards, then her deck's two other commanders will likely both be Angels. And if they want to give the deck more card draw, I imagine some manner of book artifact would work as I'd prefer white use artifacts for card draw rather than risk undercutting the color pie with overly-efficient white-exclusive card draw. I can see artifacts like Temple Bell and Well of Lost Dreams appearing in a white commander deck. Likewise for ramp; I'll happily take Sol Ring, Pristine Talisman, Marble Diamond, Pearl Medallion, and Gilded Lotus among my monowhite ramp suite.
And if we do get a monowhite Serra deck, then there's a strong chance we see at least one PW card each for Elspeth and Gideon in there, and Nahiri, the Lithomancer is a possible reprint commander candidate.

IIRC the oversized cards were displayed in a fan for at least some of these, so you could easily show another color but have Serra at front.
Serra's card SHOULD be mono-white as it is her favoured of all mana colours and most associated to.
But if the Planeswalker novel lore (i.e. she totally abhors black mana, but tolerates the rest. But cannot make a plane that is PURE white so she has them in the plane but totally supressed) and the Homelands lore (i.e. Aysen Abbey, the main base of the city she developed and was Patron "Goddess" to produces BANT colours ) is to be respected, she can be put in a BANT Commander deck and still fit.
Still crossing my fingers and my toes of her inclusion in this year's Commander line up... so many factors has lined up (Magic's 25th anniv, the Church of Serra being revealed to be having a huge power base in current Dominaria) for it not to happen this year again.

The 5-color deck of tribal theme was originally going to be spirit tribal thus why O-Kagachi was one of the cards
But the dragons was deep down the more popular tribe
They could have atleast give O-Kagachi a spirit tribal ability

That would be deceptive packaging since, in the likely event Serra's CPW is monowhite, you can't use her as your commander in a GW deck. The face card needs to be a legal commander for the deck. My one concern about a monowhite Serra deck, besides the exclusion of all those cool multicolor Angels, is that if they do in fact have subcoms for each deck, Serra's deck will have to have a colorless CPW to qualify for subcom status, which most likely means either Karn or Ugin. Granted, I like the idea of CPWs being characters who have served as leaders or rulers of some kind, so Karn and Ugin aren't terrible choices given that one created an entire plane and the other is effectively the supreme Dragonlord of his plane.
My one nitpick about Kiora's theme is that there are hardly any monogreen sea creatures for her to play with. The tribes she cares about most all appear in blue, almost exclusively so. A deck lead by Kiora is going to end up running a bunch of Elves and other off-theme mana dorks. Although, C17's Mardu Vampire deck managed with just a handful of white Vampires, so I guess they'd just make Kiora's deck lean blue. At least we have Ixalan's green Merfolk to help even out the theme a little.

There's the Krasis, it isn't a type but they're fish/beast/lizard, there's is also a bunch of snakes that are those colors. I would love a new Kiora card
Yeah I think they could make the Facewalker for the deck Serra as Bant but they have to still include a monwhite variant in the deck. Maybe make the make mono white one have a specific angel focus and the bant one have a broader maybe enchant focus.
