I wanted to start a Speculation thread for this Duel Deck because, well, it really peaked my interest! Tribal Duel decks take me back to Elves vs Goblins, a purchase I made forever ago and never regret! I feel that recently Duel Decks have been rather lackluster, but with these two tribes and the new way that they build Duel Decks (Mind vs Might), I think we might get a chance at seeing some really interesting choices here. I will break down some of my speculations below. I encourage everyone to weigh in!
Deck Color Choices
While Merfolk have always been centered in U, the've also dabbled heavily in W and a little in the other three colors. Goblins have always had been centered in R, but also fairly heavily in B, and then also in the other color options. If I had to guess, the decks will be WU vs BR because it allows for more diversity in both strategy and options.
Sub-Themes
Obviously Merfolk and Goblin tribal are important, but just what do they do outside of pumping each other up with lords and beating face? I think Merfolk will rely on tempo plays, evasion, and combat tricks to fight the Goblin deck. I imagine there could be a decent amount of instants and sorceries, plenty of tap and untap synergy, and maybe a bit of lifegain and token making. Goblins are known for swarming, so tokens will be prevalent I imagine. Alongside tokens, I expect to see some sacrifice and reanimation effects to combat the Merfolk's removal, as well as a good number of removal spells to hit their creatures and the player head on.
Mythic Rare Face Card Options
Here are some cards I thought would make good face cards for the decks. A couple reminders: There is always the option they could use a new card as one of the face cards for the decks. We have good evidence of Merfolk being in Ixalan, so I suppose that the Merfolk deck could have a new card as their Face Card. Also, Not all cards have to be originally a mythic rare (Lovisa Coldeyes, or even a legendary creature (Avenger of Zendikar), nor contain all colors in its mana cost of cards in the deck (Arcanis the Omnipotent).
These cards were the only ones that stuck out as potentially something worth putting as the Face cards of the decks. Sygg and either Wort or Grenzo appear to be the best candidates in my personal opinion, as they are both legendary, have never been reprinted, and give some flexibility in terms of function.
Rare Candidates
Each deck will likely contain 10 rare cards if following the same outline as Duel Decks: Mind vs Might. Obviously there are a ton of options, so I will try to stick to cards that seem as if they could be more obvious includes due to the decks being tribal in nature.
To be honest, I can't see getting more than two rare lords for each tribe in the decks, considering each also have uncommon lords.
Common and Uncommon Options
There are a lot of choices here, especially for Goblins, although I wonder how many cards will cross over from the Duel Decks: Elves vs Goblins. Merfolk have less options but theres still a good chunk of cards. I will come up with the long list of cards later on!
My personal hope for Merfolk would be GU with Prime Speaker Zegana at the helm. Looks majestic and carries a trident, and not a bad card to boot. Only problem is the Merfolk tribe's traditional lack of higher-power creatures to play off. Of course the deck could always feature a Merfolk from Ixalan with a different focus than Zegana. I gotta admit, a WU deck with a Heroic subtheme would be pretty sweet. You could have Triton Fortune Hunter, Wavecrash Triton, Crypsis, and Triton Tactics, just for the blue portion.
Krenko, Mob Boss would be my top pick for Goblins. He's a Goblin crime lord with a tribal effect; what more could you ask for? As a bonus, he's from the same world as Zegana, so the two facing off isn't all that unlikely.

I would like to see Master of Waves and Goblin Piledriver as face cards. There's something about the symmetry of having pro-red and Pro-blue competing face cards that I find appealing (even though master of waves doesn't care about merfolk). Both decks would have to be multicolor to give each deck an answer to the other's face card. However I don't think this will ever happen because of new world order trying to reduce the times new players encounter confusing "protection from" abilities.

For what should have been the last time ages ago, New World Order does not affect higher rarities. It is purely about complexity at common in standard sets. I'm adding a link about New World Order to my sig.
Anyway, most likely the Merfolk will focus on tap/untap effects and the Goblins on aggro and/or sacrifice. I would hope for lords or champions with abilities more unique than simply +1/+1 bonuses. Lullmage Mentor could be interesting, though also oppressive. Surgespanner and Wake Thrasher would be interesting choices for the tap/untap theme. Boggart Mob works nice for Goblin aggro, and Goblin Rabblemaster does a reasonable Goblin Piledriver impression while also providing tokens each turn.

I would be surprised if WotC doesn't take this opportunity to reprint Goblin Marshal. After all, it's not on the reserved list and has never been reprinted, and it meshes well with a token based strategy. I also fully expect a reprint of Goblin Warrens and Goblin Grenade.
If the goblin deck is red/green, it'll probably include a couple of copies of Mogg Hollows among the lands. If it is red/black on the other hand, it'll probably include a copy of Auntie's Hovel.
The merfolk deck will likely be blue/white to contrast with the goblin deck, and if that is indeed the case, I would not be surprised to see a copy of Wanderwine Hub, if it is blue/black however, then we'll probably get a couple of copies of Rootwater Depths instead. As for rare merfolk cards, I haven't got a clue, the only ones I'd like to see are on the reserved list anyway and wouldn't get reprinted. :/

The biggest advantage of WU Merfolk over GU Merfolk is the fact that, as of this time, there exist monowhite Merfolk while green Merfolk are all multicolor. But I like Merfolk in GU better. Of course I would love GWU Merfolk, but I wouldn't count on that for a Duel Deck.

On top of that, literally the only card from the Ixalan Rare/Mythic sheet that makes any sense
for a face card on either of these decks is Tiehana, Voice of Thunder (who is indeed Mythic and not Rare like some posts indicate).
Tiehana is GU, but you have a point about people wanting UW merfolk,
so maybe Manite is correct, and it will be Bant,
with a few green merfolk from Ixalan as preview cards?
Of course, there could be no Ixalan cards at all,
but given the timing, that would surprise me.

Actually, I just realized—
this DD comes out *after* Ixalan, not before!
That probably means a face card from XLN is unlikely.
It *could* contain a Rivals of Ixalan face card,
but this comes out a bit early for that to seem very likely.
I realize all of this is still assumption,
but I'm now more of the mind that this will be a more "classic" deck,
probably either UW or mono-U.

I think they'll stay away from mono colors just to give the decks a little diversity, which is why I was thinking Azorius vs Rakdos for the decks.
Also, aside from just wanting more Lorwyn Merfolk, I really hope we get some of the basic land arts from Lorwyn if they go the UW route. Some of my favorite lands just because they're unique and look so Nice!
As far as tribal support is concerned, WU and BR definitely seem like the most likely choices seeing as those colors have actual tribal support. Aside from the main color tribal support, we also have secondary color support courtesy Lorwyn and Morningtide:
And beyond those, there's the occasional Sejiri Merfolk or Slavering Nulls. Goblins have a much easier time with their secondary color than Merfolk do, though, considering there exist multiple BR Goblins and relatively few WU Merfolk, not to mention far more monoblack Goblins than monowhite Merfolk.
But hey, maybe we'll get more green Merfolk by then and they'll be able to include them in a GU Merfolk deck?

I very much doubt they'll make the face card have landwalking - it's a boring ability that rarely has any impact. Sure, there are things you can do with it - you can combo it with Spreading Seas but I rather doubt it.
I'd like it as one of the cards in the deck, since there hasn't been a reprint since Time Spiral, 11 years ago.
The more I think about it,
the more I think the merfolk face card will be Lord of Atlantis.
Foils of that are crazy expensive,
and a new art version would be welcome, I'm sure.
If not as the cover card,
they should at least include a reprint of it with the 7th Edition art.
Why print Lord over Master of the Pearl Trident? Master is better unless you're playing on a team with more than one Merfolk deck, and it fits the modern flavor. At any rate, I find both to be a little boring compared to Merfolk like Coralhelm Commander and Merfolk Sovereign, but if they have to print one my preference is for the Master.

I would love if Kiki-Jiki, Mirror Breaker could be reprinted more easily, but they are not turning this product into scalper bait. True-Name Nemesis was a mistake in Commander 2013 and it would be a mistake here.

Krenko, Mob Boss would be my top pick for Goblins. He's a Goblin crime lord with a tribal effect; what more could you ask for? As a bonus, he's from the same world as Zegana, so the two facing off isn't all that unlikely.
Two cards I really hope to see are Merrow Commerce and Quest for the Goblin Lord.

Yes, the parallel would be neat, but it doesn't work out well for these particular decks. Master of Waves wants to hang ten with Noyan Dar, Roil Shaper and Incandescent Soulstoke in an Elemental tribal deck.

While boring they are pretty flavorful as far as the iconic value goes. Since we get ten rare cards in each deck I expect to see one

That certainly makes sense,
but most of the merfolk in need of a reprint are mono-U
(Cursecatcher, Merrow Reejerey, Lord of Atlantis, etc).
On top of that, literally the only card from the Ixalan Rare/Mythic sheet that makes any sense
for a face card on either of these decks is Tiehana, Voice of Thunder (who is indeed Mythic and not Rare like some posts indicate).
Tiehana is GU, but you have a point about people wanting UW merfolk,
so maybe Manite is correct, and it will be Bant,
with a few green merfolk from Ixalan as preview cards?
Of course, there could be no Ixalan cards at all,
but given the timing, that would surprise me.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
Actually, I just realized—
this DD comes out *after* Ixalan, not before!
That probably means a face card from XLN is unlikely.
It *could* contain a Rivals of Ixalan face card,
but this comes out a bit early for that to seem very likely.
I realize all of this is still assumption,
but I'm now more of the mind that this will be a more "classic" deck,
probably either UW or mono-U.

Also, aside from just wanting more Lorwyn Merfolk, I really hope we get some of the basic land arts from Lorwyn if they go the UW route. Some of my favorite lands just because they're unique and look so Nice!

And beyond those, there's the occasional Sejiri Merfolk or Slavering Nulls. Goblins have a much easier time with their secondary color than Merfolk do, though, considering there exist multiple BR Goblins and relatively few WU Merfolk, not to mention far more monoblack Goblins than monowhite Merfolk.
But hey, maybe we'll get more green Merfolk by then and they'll be able to include them in a GU Merfolk deck?

the more I think the merfolk face card will be Lord of Atlantis.
Foils of that are crazy expensive,
and a new art version would be welcome, I'm sure.
If not as the cover card,
they should at least include a reprint of it with the 7th Edition art.

Why print Lord over Master of the Pearl Trident? Master is better unless you're playing on a team with more than one Merfolk deck, and it fits the modern flavor. At any rate, I find both to be a little boring compared to Merfolk like Coralhelm Commander and Merfolk Sovereign, but if they have to print one my preference is for the Master.
I would love if Kiki-Jiki, Mirror Breaker could be reprinted more easily, but they are not turning this product into scalper bait. True-Name Nemesis was a mistake in Commander 2013 and it would be a mistake here.

id realy love a lord reprint (with new art) for this very reason and every modern master failed me so far so please let it be lord of atlantis
anyway if he doesnt show up here i guess ill be waiting another 10 years for a bether looking merfolk lord! its not like i havent done it before lol
