to swarm Locust tokens would make sense, but i think it will be only 1 Gods Domain so i think he rather messes with lands, since this is what the locust plague did in history i guess ?
Static ability something like “Whenever an opponents land is tapped, it deals 1 damage to player @ an activated ability to tap opponent lands ?
My guess is Scarab God will be UB, and Locust God will be WGB. It would round out the color pie and make all of them black. Locust with tokens would fit green/white plus black for Bolas's corruption. Not sure what to think about what a Blue Black Scarab God would do mechanically, my brain leans towards mill but that's probably just because that's mainly what that color combo is known for. I wouldn't be mad though if he/she would work well in my Phenax EDH deck.
Blue/black is the cycling theme color helmed by cards like Archfiend of Ifnir and Drake Haven, I cannot imagine that a blue/black god would not deal with cycling in some way.
Black/red was secondary in the -1/-1 counter theme, and the only reasons to not go black/green with it would be if they want to have a green mythic elsewhere or that they want to avoid green on the dead gods. -1/-1 counters is only a modest bend for black/red, Merciless Javelineer and Soul-Scar Mage representing.
The Locust God seems like it will be token-themed based on the trailer, with the swarms of locusts, but that might be a misdirection. The existing insect tokens in Amonkhet are scarabs. The swarming locusts could represent a spell or ability effect rather than actual creature tokens.

The Locust God appears on Through the Breach, which means that it's almost certainly red. Plus The Scarab God is covered in lazotep and appears to be the leader/general of the lazotep-coated zombie "eternals", which UB would make a lot more sense for than UR.
I'd put my money on The Scarab God being a UB cycling lord, probably with one of those "whenever you cycle or discard a card" abilities. There's never actually been a cycling commander, but there certainly should be and UB are the best colors for it.
UR doesn't have a very concrete theme or mechanic in this block. It has some instants/sorceries matter, some cycling/discard matters, but not super specific draft archetype. Judging by all the art of The Locust God attacking with swarms of locusts, I would expect it to make 1/1 flying insect tokens.
I would guess that each god will have a unique static or triggered ability, a unique activated ability, and then the same return to hand death trigger as The Scorpion God. I would bet on a "whenever you cycle or discard a card" for the UB Scarab God's first ability, and something that lets you discard cards as a cost for the activated ability. It's interesting that the Scarab God will likely be Dimir. I'm wondering if it will actually involve making 1/1 Scarab tokens in some way. I agree that UB is a heavy cycling color pair so that could be a theme for it as well.
As for the Locust God... I have no idea what it would do. Maybe it has some kind of manabarbs effect or something based on Locusts being plagues of the lands.
I do think they will all have that "Return from death" ability however.

now we need to speculate on what those static and activated abilities are
The U/B one might do something with the new mechanic Eternalize. Something to do with cards in the graveyard or zombie tokens. UB has a lot of possibility.
Looks like The Locust God was UR after all; good call 5colors. And it is indeed the token maker.
Now we wait for The Scarab God. Since Cycling is a major UB theme for the block, I would guess that it involves discard somehow. The Scorpion God's triggered ability can trigger Locust God, so in all likelihood Locust God can in turn trigger Scarab God who can trigger Scorpion God. I would guess that Scarab God has a cost attached to its triggered ability much like how Animation Module, Decoction Module, and Fabrication Module use 1 as the gate for their loop.

Like Manite, I'm figuring the same. That the Scarab god will round out the other 2 gods and allow (somewhat) for a combo if you have all 3 out:

However one enormous problem with this
This will instantiously infinite with nest of scarabs. (Causing a draw since there is no stopping it.)
It has to be a slightly different maybe add "you may put a -1/-1 counter"
If its triggered ability makes -1/-1 counters, you would be self-milled in a heartbeat if you had the other two out as they are mandatory. Locust makes a token, Scarab puts a -1/-1 counter on the token and it dies, Scorpion notes the death and draws you a card, repeat into infinity.
Yet with the other two, the scarab god likely has some synergy.
Well, now we know The Scarab God. Doesn't synergize with the othertwo directly, but Scry is a useful compliment to card draw, and the exile effect is a good followup to killing creatures. Kill a bunch of stuff, draw a bunch of cards, make a bunch of Insects and Zombies, scry a lot and make opponents lose a lot of life.
