Have you guys noticed that the community manager asks if he can tell about 2 things in the beginning and the brand manager says he can't. Also the narrative designer wants to say something about "the big thing that we're doing for the 25th..." MaRo spoils the new UN set, so that's one thing, but what about that second thing, the "big thing"? Could it be reserved list related? Or maybe a re-imagined Alpha set?
It's not "Reserved List abolished" because that has nothing to do with the 25th anniversary. It's true that that would be a "big thing", but years of behind-the-scenes dealing by lawyers supposedly haven't helped with the RL.

The reserved list is policy, they could abolish it tomorrow if they wanted to. They would have to announce the abolishment of it before they could work on any set or product containing even one card from it to be in the legal clear, but that's about it.
But abolishing the reserved list would mean that MaRo would quit, and quite frankly, I believe they value him to much as an employee and the "face of M:TG" that we won't see it gone for a long time.

I don't recall him ever making that statement either. I don't follow his blog religiously, but I read it enough to have read most comments and have a decent grasp on his public statements.

I don't think that's the case. I'm not even sure the community manager stopped MaRo when he wanted to reveal something more (community manager says he wants to keep his job, why would the reveal of the UN set jeopardize his position?). MaRo revealed the new UN set in the end because that's his baby, but the reveal of masters 25 and Dominaria didn't really feel like a "big thing" because everyone saw Dominaria coming from miles away and another Masters set is just too common these days. I might be reading to much into these spoilers, but keep in mind that they haven't spoiled the entire 2018 lineup... I believe that's only half way into 2018 so there's room for a certain "big thing."

It is possible that I am misremembering, but as I said, not looking through 5k pages to find out if I am or not, so lets drop that issue.
But anyway, back on topic: Yes, WotC could abolish the Reserved list tomorrow if they chose to. Because it is policy, they can remove it or change it as they see fit. All they really needed to do is make an announcement to the effect of "effective from tomorrow at 12PM, we will no longer have a Reserved List policy" or some such. After that, they can freely begin sticking cards from it into sets/products the design.
A policy is only legally binding as long as it is in play. But they couldn't start designing sets and put in cards from the reserved list, and then abolish it a couple of weeks from release. Due to the lead time of sets they design, they'd need at least a year before previously reserved cards showed up in a product.
That said, I doubt they would remove said list anytime soon.

But the narrative designer is the one who actually says they are planning a "big thing" linked to the 25th celebration. I don't see the UN set as a big thing, just as a pleasant surprise, and certainly not related to the 25th celebration that much.
They've also stated that there's some big news at Hascon. The 25th Anniversary and the Reserve List COULD be tied together if we are seeing some Dominaria cards reprinted from the Reserve List in the Dominaria Set. Making the announcement at Hason (with Hasbro behind it) could help deter some of the legal challenges - or they might have even worked them out ahead of time.
