Since the Commander 2017 announcement focuses on tribal, some of the obvious candidates are Elves, Merfolk, Goblins, Zombies (only 4 decks, not based on the color wheel). Interestingly, the tribes were described as "popular and interesting". This is vague enough to suggest that they won't get the iconic tribes, but something else. Furthermore, 4 decks suggests that not every deck will be mono-colored.
The main qualm I have with the prospect of a Warrior deck that isn't BRGW is that Saskia the Unyielding being a Soldier is going to feel like a slap to the face. She was a perfect candidate for a BRGW Warrior legend, and Warrior has better tribal support across those colors than Soldier does.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Potentially stupid thought: One deck is monocolor, one deck is two color, one deck is three color, and one is four color. Blue could get Merfolk and Saskia's colors could get Warriors this way.
If you don't love Magic's iconic lobster-people, then you just don't like Magic.

They've done weird ***** like that before, so it certainly isn't out of the question.
While Merfolk, Elves, and Goblins are all a bit straightforward and possibly not what they want,
Zombies has all kinds of janky, fun stuff that makes them more likely to me than the other "main" tribes.
Apart from that, I see Slivers as highly likely (gives them a chance to print both new Slivers and new WUBRG "lord(s)").
Eldrazi could get a deck, but I don't really have a fourth guess.

I'm hoping for tribes that we normally don't see often, and maybe don't have a lot of commander support. Elves are an automatic no, and seriously don't need support. I can see a number of other tribes that would automatic no's as well.
Werewolves on the other hand, have some decent support, but only one legend. And it isn't even a tribal based one, its just a semi powerful werewolf that just so happens to be a legendary. So it would be an awesome thing to do for the people wanted viable ww edh. However, the logistics of printing a werewolf deck are difficult. They would have to print proxies (and a lot of them), just to cover the number of werewolves in the deck. The box would have to be different as well. I could see them printing more plain wolves to offset the ww numbers though.
Spiders would also be fun, since they have a commander, but are dreadfully lacking in decent spiders. Other tribes I could see them doing; spirits, treefolk, merfolk, and possibly eldrazi. Also, anyone wondering if they do thopter tribal?
Why Slivers? They already have Sliver Hivelord, Sliver Legion, Sliver Overlord, Sliver Queen and more than enough creatures / synergies. I'd rather see tribes that don't have (good) commanders yet or at least tribes branching into additional colors (like WUB zombies).

That's true I guess slivers is more possible than I think.
And as for Eldrazi yep possible too.
Especially because of the theory of kozilek,Ulamog, and Emrakul are not the only legendary Eldrazi Titans this could show that they will be back eventually. The only reason for the hate is that they train wreck zendikar and innistrad a little bit.
Heck maybe if eldrazis happen maybe this will also be WUBRG with devoid so we can use devoid eldrazis in edh.
Oh one more thing I heard a rumor a guy called Gavin Verhey said "at least one would be unexpected."
Seriously, ninjas would be awesome. There are two legendary ninjas, but they're in different colors. I would love a UB legendary ninja that can ninjitsu from the command zone.
Potentially stupid thought: One deck is monocolor, one deck is two color, one deck is three color, and one is four color. Blue could get Merfolk and Saskia's colors could get Warriors this way.
The one reason I suspect this won't be happening is that the first time they don't use a theme based on a symmetric distribution of colors across decks is the first best chance to get out a five-color deck. If they made a specific color distribution decision like this, I feel, they would favor any combination involving one five-colored deck.

I wouldn't mind the main tribes if they made them in colors we don't have yet.
Elves WUBG
Goblins BRG
Zombies WUB
Vampires WBR
I wouldn't mind an Eldrazi if it's WUBRG with devoid and an explanation is provided as to why it wasn't on Zendikar. The only tribe that would bother me are slivers, we already have 4 strong 5c commanders for them.

I said this on another thread actually, but Tazri. In her story during oath of the gatewatch, she experienced a future version of herself that was altered and given new abilities by Kozilek. Since her original card had a 5 color identity, it isn't too hard to justify making this into a 5 color devoid eldrazi commander. Go eltazri!!!

And more like something Kozilek and Ulamog would make.

Yeah most likely. No latticework, but maybe floaty shard things.
If Merfolk is by chance one of the tribes, I don't want it to be a monoblue deck because we already have plenty of monoblue Merfolk legends. Not to say we won't get more in the future, but I'd rather a tribal Commander product be used to open new color combination options for existing tribes, like a URG Merfolk that allows you to play Jori En, Ruin Diver and Kiora, Master of the Depths together, or an Esper Merfolk that plays well with the white and black Merfolk introduced in Lorwyn-Shadowmoor, or even a Bant Merfolk.
I suspect that the four decks could each be inspired by one or two of Magic's most notable sets or blocks to feature a tribal component.
Onslaught - The original tribal set and block, with a primary focus on Soldiers, Wizards, Zombies, Goblins, and Elves, and also some support for Birds, Clerics, Beasts, Dragons, and Shapeshifters. Lorwyn - The most notable tribal block in Modern. Lorwyn focused on races, primarily Kithkin, Merfolk, Goblins, Elementals, and Elves and secondarily on Faeries, Giants, Treefolk, and Shapeshifters (the latter of which had the Changeling ability, allowing them to play with the other tribes). Morningtide focused on classes, primarily Soldiers, Wizards, Rogues, Warriors, and Shamans, with slight support for Knights, Clerics, and Archers. Innistrad - Featured five major tribes inspired by Gothic Horror tropes: Humans, Spirits, Zombies, Vampires, and Werewolves. Avacyn Restored introduced some Angel and Demon tribal. Zendikar - Heavily features Allies and Eldrazi tribal themes. Dragons of Tarkir - Dragons were the main theme of DTK. Kaladesh - Artificers featured more heavily here than in any previous set. Thopters also saw a resurgence of relevance.
Allies already got a good commander in the form of General Tazri, so I'm not expecting an Ally tribal deck here.
A WUBRG Eldrazi legend isn't impossible, but feels dubious to me. I'd sooner see a legend version of Ugin with a WUBRG ability, before his spark ignited who knows how long ago. Since he has a keen interest in studying the Eldrazi, it makes sense he could play well with them mechanically.
A new Dragon legend doesn't seem far-fetched, given how popular Dragons are. Question is, would such a legend be multicolor or monored? Multicolor allows for play with a greater variety of Dragons, but WUBRG Dragon awesomeness would completely overshadow anything else in the cycle, which makes me think a new monored Dragon legend might be in order as a counterbalance.
Fans have requested a UR Artificer legend for a while now, and this seems like a good a time as any to print one.
Of course, since most Commander decks have two themes for greater variance of play, maybe each deck features two major tribes with flavorful and mechanical synergy? For example, Knights + Soldiers and Dragons + Shamans.
