I know, it is still early, but I can't help but speculate...
Let's start with the assumption that the walkers will be balanced among colors, with 1 - 1.5 planeswalker per color (0.5 representing multicolor).
Now, who we have so far?
Chandra - making Kaladesh without her would be incredibly dumb, as well as making her something else than mono-R
Saheeli - judging from the art and setting, probably UR or maybe Jeskai. Considering that three-color walkers are considered very narrow, I will go with UR.
Those two we know for sure. There is some speculation about Tezzeret, who would be great flavor fit. There is an argument about his colors being either UB, Esper or Grixis. Considering that red is already crowded, Grixis can be taken out.
That leaves us with two free slots and followin color distribution:
White - maybe 0.5
Blue - 1
Black - 0.5
Red - 1.5
Green - 0
We need to fill one green, half to one white and half black. I think that it is safe to assume that at least one of those will be another returning character, itroducing three new walkers would be a bit too much.
Who would fit the best?
Concerning green, the best fit is probably Nissa, since she at least has some connection to Chandra. Other possible candidates are Garruk or Vraska, neither of whom has any known reason to show up.
Concerning white, I am still hoping for Dwarves and a Dwarf planeswalker. Or maybe Gideon because Gatewatch. Other candidates would be Ajani or Narset, but again, no reason.
Concerning black, I am kinda at a loss here.
Saheeli is a given for the Plane since we have her key art, though I fail to see her being UR. The stories we have of the plan seem to indicate that the authorities there are UW and she seems to represent the Authorities, so I wouldn't have it out of the question that she is UW.
Chandra is a probable as we need at least one of the Gatewatch there, so she will be Mono-red.
Tezzeret is a good call as being there, especially if Bolas is the one stirring up trouble there. Perhaps Bolas wants the Aether freed so he can gather it up himself!
That leaves a Green Planeswalker. I think that Wizzards has really struggled with good mono-G planeswalkers for some time and they had trouble finding a green planeswalker for Shadows over Innistrad. They had Garruk and he has become dark, leaving only Nissa as a Mono G planeswalker for the Multiverse. My prediction is that this will be a new Mono-G Planeswalker that comes to Kaladesh from outside to free the natural Aether on Kaladesh from its entrapment by the Authorities so that the Planes natural cycles can start again. This planeswalker unites with Chandra to form a rebellion against the Authorities that killed her parents.
It really depends on if Bolas or New Phyrexia are involved.
If Saheeli isn't RU, her outfit is pretty misleading. Usually planeswalkers have a color scheme that vaguely matches their colors. I'm comfortable with the RU assumption for her, until prove otherwise.
Chandra - R
Saheeli - RU
Tezzeret - UB
Likely we'll get another member of the Gatewatch. We just got Jace and Liliana, but the rest of the team is open. Nissa would probably suss out something is wrong with the Aether so I'd include her, since she could tell there is something up with the plane's leylines.
Nissa - G
Then, I predict a second new walker in White. Possibly White-Blue. The color balance would be a bit off, but that's okay.

The thing is, Chandra already has a green planeswalker to help her. Your hypothetical new planeswalker would have to fill a very similar spot to Nissa, with all the natural mana/aether flow stuff. That said, I wholeheartedly agree that we need a new green planeswalker to give the color more diversity.
Also, your theory still leaves one planeswalker slot open and black uderrepresented.
I didn't even know that, can I find out why they're fighting in the story section?
They aren't fighting yet, but Ashiok is still there causing problems and Dack happens to be there at the same time with his newest stolen prize. You can find short version here, it is an older article but I don't think anything concerning those two changed since then.
Please Bolas.....Please. And make him playable the way that Ugin is. Its the oldest villain we have left and he is barely playable in any format. Don't get me wrong he is strong but just way to hard to cast.
Glissa, She's Back 2GG
+1 Destroy target artifact if its converted mana cost is equal to the amount of mana in your mana pool.
0 Gain life equal to the number of artifacts target opponent controls
-8 Each players life becomes equal to the amount of creatures they control.

The problem with Bolas on Kaladesh is that he likes to operate from behind the scene and has a pawn that just perfectly fits into that enviroment.

Is there an actual possibility of Glissa returning?
Glissa had a spark before she was killed and compleated by the Phyrexians. But Phyrexians can't hold a spark, so that should mean she no longer has one.
In short, a Glissa Planeswalker should be off the table.

Equally interesting could be Domri Rade showing up. A plane of such artifice would really ruffle his feathers. Introducing some Gruul into the place could be "fun."
EDIT: I'm also laying down the idea that Ob Nixilis shows up in Aether Revolt.

Good call, Karn fits into an artifact-heavy plane pretty well too. He might be there looking for ways how to cleanse Mirrodin. After all, where else could someone like him learn something new about artifacts?
As for Domri, he would be probably the perfect antagonist to Kaladesh society. However, if we keep the color assumtions about Saheeli, it would mean too much red.
Ob Nixilis is probably busy rebuilding his empire, but he might show up just to wreck some gatewatchers...
Edit: Come to think of it, Ob probably hates Chandra more than anyone else, since she rescued the others and helped them beat him. And he hates Nissa for beating him once, ruining his plans and leaving him to die, so if she is on Kaladesh too, all the better. And if the two of them are there without the others, it looks like too perfect opportunity for revenge to pass...
Many people seems to think Saheeli as UR due to her clothing, but the description of the ruling society we have form Chandra background seems heavily UW.
If she is on the rulers' side (somewhere I read that her name can translate roughly to "king's friend") we can see her as an antagonist to Chandra and count her as UW.
Considering the good idea of Karn being here, this can go with a count of:
W - 0.5 (Saheeli) U - 0.5 (Saheeli) B R - 1 (Chandra) G C - 1 (Karn)
leaving 2 PW slot to complete G and B: one new mono-green and one multicolor black+white/blue leaving a few color under-rapresented due to colorless being in?

"The Wheel of Time turns, and Ages come and pass, leaving memories that become legend. Legend fades to myth, and even myth is long forgotten when the Age that gave it birth comes again"
If she is on the rulers' side (somewhere I read that her name can translate roughly to "king's friend") we can see her as an antagonist to Chandra and count her as UW.
That translation was me, actually. Saheli means friend, but Saheeli translates roughly to seashore. I'm not a native Hindi speaker, so I didn't realize the difference until I'd already spread it around. In my difference, my misinterpretations of things are more likely to be the intended name (like Kala in Kaladesh meaning time instead of black), because there isn't a single native hindi speaker in R&D, either.
Based on the name, I'd say WU is possible, but I'm still pulling for a RU artificer walker.
Rai is a typically South Indian name that does mean 'King'.
I talk a whole lot of speculation about who could appear here.
Part of my issue with a lot of the speculated characters, Karn included, is that it requires New Phyrexia to be part of the story. Karn showing up on Kaladesh doesn't make a whole lot of sense, otherwise.
So, if Saheeli IS WU, here's my reworked theory. I've heard speculation that Rebels might be reappearing, too, and I'm thinking Gideon is likely (he could be a rebel/make rebels).
If so, we've got Saheeli, Chandra, Gideon, Nissa, Tezzeret.
W - 1.5 U - 1.5 B - 0.5 R - 1 G - 1
Which is a fair color balance, I think, since we've gotten a mono-b walker in both previous sets. We might see a sixth walker (Karn, maybe Bolas?) too.
Glissa had a spark before she was killed and compleated by the Phyrexians. But Phyrexians can't hold a spark, so that should mean she no longer has one.
In short, a Glissa Planeswalker should be off the table.
Outside of Commander or some Time Spiral shenanigans, this is 100% true.
I doubt Gideon or Nissa will get in-set cards as BFZ will still be standard-legal and thus Gid and Niss will still have cards. Of course Chandra is also still standard-legal and most of us are expecting her to appear in the block, ideally as the protagonist. That said, if any other red Walkers show up they'll most likely be in Aether Revolt for the sake of color balance.
Assuming Saheeli is WU, that leaves black and/or green. Seeing as we just got a monoblack Walker in EMN, a green or BG 'Walker will be a higher priority. That could allow Nissa some room, but we could see a different green Walker instead.
Daretti is a goblin artificer from Fiora and a colleague of Muzzio. Given his focus on artifacts, it would not be hard to imagine him returning as a UR 'Walker in Aether Revolt. If Tezzeret were to return as UB and Saheeli ends up WU, that would be three blue Planeswalkers for the block which wouldn't be unfitting given the artifact focus.
MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Maybe the GB pw could be Vraska: her whereabouts are currently unknown, she could be there plotting some type of misdeed or hired by Saheeli and the rulers to assasinate a faction of Nalaar sympathizers.
Leaving Karn oout of the numbers:
W - 0.5 (Saheeli) U - 0.5 (Saheeli) B - 0.5 (Vraska) R - 1 (Chandra) G - 0.5 (Vraska)
with this 3 as a starting point we currently have 2 antagonist and 1 protagonist, leaving open 1 or possibly 2 ally for Chandra over 4 possible colors.

I'm calling for Chandra, Saheeli, and some random planeswalker that won't ever be seen again for G (like how we never saw Domri Rade, Ashiok, Tibalt, etc. again). As for the rest of the Gatewatch, Jace probably went back to Ravnica since he's the personification of the Guildpact, Gideon probably went back with Nissa to Zendikar or he simply returned to Alara (Nissa 100% would go back to Zendikar), Chandra went back to her home plane, Liliana stayed on Innistrad, Sorin I believe went after Nahiri who also left the plane, Garruk should technically still be on Innistrad. So, hopefully, the only member of the gatewatch we should be seeing is Chandra and hopefully not for quite some time. She came out in Origins and Zendikar 2 Block and now in Kaladesh. Enough is enough.

I would assume that Chandra gets a (mono-R) Planeswalker Deck. So she will not be considered in the developmental planeswalker balance, since only high profile walker would get these decks and I would assume what they will not print two Chandaras in Kaladesh. (Perhaps they will do one in Aether Revolt).

As I mentioned in my other thread, I think we'll be seeing Tezzeret in Kaladesh. To sum up why:
As an artifact-matters Planeswalker, there's only so many sets they can fit him in and have him be relevant to Limited or Standard, so I feel like they sort of have to take the opportunities as they come.
From what we've seen of the setting, he should fit in. His control over filigree could even make him especially powerful here (like Liliana on Innistrad).
He and Sarkhan have similar arcs. We meet both on Alara and then see both later in the service of Bolas. Sarkhan got his own block, so I could see Tezzeret being a major player in one. Personally, I'd like to see Tezzeret evolve into his own independent villain.
Bolas has been offstage for a while. With the Eldrazi dead or imprisoned, it's a good time to bring him back (or at least remind us of his presence by having his pawn appear).
Tezzeret is confirmed as having left New Phyrexia and "has since begun a new mission for the dragon, carefully laying out his plans from a new corner of the Multiverse. . . ."

This is the first time I'm hearing of Saheeli, just thought that pic was of a random 2/3 for 4 uncommon, coming up.
I would rather not have Tezzeret here, only because it seems too easy to just place him here, but that doesn't mean it is wrong for him to be here.
Overall I am just hoping for new walkers, getting a little tired of seeing the same names so often.
