Am I missing something or did spirits end up being the only tribe without a legendary?
They already had one. Geist of Saint Traft. Yes, he counts because he is on color, even though he doesn't have any synergies.

But EDH is the only reason people complained about the lack of legendary Werewolves in previous Innistrad sets, for example (and thus the only reason we got one this time around, as it is very obvious that Ulrich of the Krallenhorde was shoved into this set when they realized how annoyed people would be if they did another Innistrad block without a legendary Werewolf for an EDH Werewolf deck).
Completing cycles is a reason too. And that kind of irks me, I like spirits, would have liked seeing a new Saint Traft. Or a character who died in this block or the last. Mikaeus or Jenrik would have been nice.

Zombies? They are the only tribe that didn't get a legendary zombie. Zombies got a human with tribal related abilities not an actual zombie.
A legendary zombie wouldn't make sense for the seemingly mostly non-intelligent Innistrad Zombies, especially since the whole idea behind zombies forming on Innistrad seems to involve creating them, and that means the creation process can be replicated, so you could have more than one of it, which doesn't fit well with the legend rule.
They could have perhaps still pulled it off, such as a legendary last creation of a great necromancer who is long gone and whose techniques the modern ones don't know how to replicate, but such is hard to justify when faced with the skills the necromancers in the block, Liliana in particular, are implied to have.
A legendary zombie wouldn't make sense for the seemingly mostly non-intelligent Innistrad Zombies, especially since the whole idea behind zombies forming on Innistrad seems to involve creating them, and that means the creation process can be replicated, so you could have more than one of it, which doesn't fit well with the legend rule.

It's probably just space issues. They went with awfully many repeats including *all* the legendary Angels from AVR as well as Human champions Thalia and Odric (the second a repeat from outside ISD-block) as well as crowd favorites Olivia and Geralf/Gisa (the second once again first printed outside ISD-block) and the newly imported Emrakul. That's eight legendary slots for returning characters (not counting Brisela separately obv); and then add the obviously going to be introduced Ulrich legendary Werewolf everyone wanted.
This strains the number of legendary creatures in a two-set block already. They went with two-birds for one stone introducing Ormendahl as both Withengar 2.0 (mechanically) and Griselbrand 2.0 (flavorwise) and put a check-mark on a legendary Demon creature and with the Gitrog Frog introduced some new and flavorful for the Horror creature type which has received minor new relevance.
If you imagine legendary creatures a zero-sum game you'll have to remove one of those to get your Spirit-related card instead. And none of them seem less important (and not all could easily be replaced by a white-blue Spirit legendary creature without off-setting color balance further).

I think color balance is the big issue here. White has a pretty hefty amount of legendaries already, not sure on Blue but guessing it does as well, though not as much.
That being said I don't see why they couldn't have made the White/Blue spirit into a Legendary, seems like a fine solution. Could just be too many Legendaries then.
Spell Queller makes for much more interesting gameplay if it's not legendary. It would make for a pretty solid commander, but having the threat of a potential second Queller to counter removal on the first one, and then dealing with the possibility of a DiS from your opponent, is well worth losing that.
Even though I like the set I do think they should make the legend cycles more balanced in sets. Bad feels when you can't get a legend of your favorite Innistrad tribe!

The thing is: Has the cycle some people perceive to be existing actually been planned as such? You cannot consciously complete a pattern you are not aware of and the legendary creatures of the four tribes are all very, very different from each other e. g. Ulrich is a Werewolf with no ability that is relevant to a tribal deck while Gisa/Geralf are not Zombies, but work well with them. Olivia falls into a similar category as Ulrich and like Sigarda is from another set at all. And each of these characters independently has good reasons to receive a card that are not dependent on a cycle of "one legendary creature for each of the five ISD tribes" being planned.

I mean actually black/white. Fits the theme of Lingering Souls. Most Spirits are white and Innistrad is as black as a plane we are going to get. I expected they didn't make one the first time because of RTR coming next block. A BW one would have fit nicely as a companion to Geist in this block though. Limited wise would help break out of the on rails tribe draft, and constructed wise could help control.
Maybe its to in your face obvious to do in a more nuanced plane like Innistrad, but we do have Night of the Living Dead vs Cthulhu going on right now.
A B/W Spirit would be really out of place for Innistrad. Spirits are very, very solidly U/W on Innistrad. It's how they built the plane. Makes sense to keep the legendaries in that color.

That isn't in SOI or EMN.
Werewolves didn't get a legendary in the first Innistrad block. I don't see why people thought their would be a Legendary spirit in this block. Yeah, they put out a lot of legnedaries, including two that EDH players have been asking for for quite some time (spider and werewolf). Maybe next Innistrad block will feature all of the tribes getting a legend. Unless Wizards explicitly stated they were going to do a legend for each tribe, I'm not sure what the big deal is

There are a bunch of EDH-relevant legendary Spirits already, like Geist of Saint Traft and Kira, Great Glass-Spinner. Other than EDH purposes, I don't see why it matters.

Humans got that with an Angel too. I think that generally those are acceptable. Spirits don't have any equivalent though.

I cannot disagree with this. I have had high hopes for Ludevic. Maybe a spot in a supplementary product is already earmarked for him.

I don't think you miss anything - the supposed cycle as a whole is split over both sets of the block as far as I can tell.
