The Shrine of the Forsaken Gods has said to be a hint that Emrakul was coming to Innistraad. ( Since Emrakul is depicted as an angel. ) This seems to have held true at this point which leads me to consider the other hints in this card. The figure on the right, depicting Kozilek looks like a samurai straight from Kamigawa. He's even wielding a sword in a ninja-esque way. Meanwhile, Ulamog looks to be from Theros.
The appearance of a planeswalker from Kamigawa also all but confirms a return there.
To me, it's not so much a question of if there will be a new Kamigawa set in the future, but when.
The Shrine of the Forsaken Gods was a reference to Zendikar lore, wherein the Eldrazi titans were warped from incomparable destroyers of life and mana to gods worthy of worship. The Merfolk even kept the names somewhat similar: Cosi, Emeria, and Ula.
If the Emeria as an angel descriptor was supposed to be a hint that Emrakul was coming to Innistrad, then I'm unsure of what it would mean for the others, because Ulamog and Kozilek were both destroyed at the end of Oath of the Gatewatch, as depicted in the cards Bonds of Mortality and Fall of the Titans, as well as the last of the Oath of the Gatewatch stories.
Tamiyo has been a known Planeswalker since original Innistrad three years ago (with no return in sight since then), and was in fact created simply to be a nod to Kamigawa, as the 'closest thing we'll get to a return.' Because Kamigawa scored (as we've been told numerous times) incredibly poorly on all fronts. It has a cult following, but it's a vocal minority, and that does not mean that a return is in any way likely.
Additionally, at this stage, a return to Kamigawa would be thousands of years after the fact, and contain so little of the original that it might as well be a new plane altogether. Which kind of ruins the point of a return to plane.
It's an if, not a when. We'll get supplemental nods and references, but it's highly unlikely we'll ever see the plane in its entirety again.
