I think that Tamiyo in EMN is almost a given. The question remains, in what colors and what will she do.
I would guess either Simic or Bant colors, based on her deck in Duels, although her last appearance didn't feel very green.
As for what she will do, I would guess either some Investigate ability (but that might kinda limit her usefulness) or something to reflect her story magic, like storing spells for later use (but that feels dangerously snapcaster-y and does not fit in green).
Any other ideas?
I'm in the "Not a chance!" camp, mainly because I honestly don't think she'd go outside blue and we already have a monoblue PW this block.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

I'm saying now that Tamiyo will be in the next set. WoTC has had blocks before with two Planeswalkers of the same colour in them and I see no reason for her not to be in the set. Tamiyo is a major player in the storyline and the story ended with her about to explain why killing Avacyn was a really bad idea. I think she will hold the key for trying to solve things in the set and as such will almost definitely have a Planeswalker card. I feel that they can't bring her back in the story and not give her a card. Tamiyo has acted extremely mono blue in the story so far - she has only recorded things and not interfered in them, so I think she has to stay mono blue.
I'm hoping that she will do something cool like interact with a new subtype of cards like Instant - Story, but if I was a betting man I bet she makes clues as her +1.

They have never used two PWs with the exact same color identity in a single block and don't do so as a rule, otherwise Ajani, Mentor of Heroes probably would have been monowhite.

Not to argue, but there is always a first. It holds true that they are willing to break rules if the story deems it necessary. It is true Tamiyo would typically ruled out thanks to Jace, the story may be cause for an exception. Maybe that is why the new jace is so similar to Ob Nixilis. The similarity makes him not as significant.

Development is the primary reason you don't see a lot of same-color PWs in the same block; if they did put a monoblue Tamiyo in EMN, they would probably have to cut back on blue PWs in Kaladesh, and since that's likely to have a major artifact focus, that's extremely unlikely.

First of all, there's nothing dictating that Tamiyo is strictly speaking, "mono blue" all we have is her original card, and her somewhat dismissive cold demeanor in the story to go off. There's nothing saying that she can't be two colours, like UX (personally, I'm hoping for a UR walker, but that's just me).
The issue with Jace:
With the last core set, MTG Origins, Wizards decided to push the story of the five walkers presented in the set. The reason Jace wasn't in the BFZ block, was because he was getting his own card in SOI. We got Gideon in BFZ, Chandra and Nissa in OGW, Jace in SOI and we're getting the last origins walker in EMN, rounding out the 5 walkers and bringing them all into the story, kinda.
However, unless Tamiyo is going to Planeswalk to Kaladesh and be featured heavily in the next block (which I find highly unlikely) it would be very odd and a disappointment if she doesn't get a card here. Remember, Jace and Ugin were featured in the BFZ story, and they both had planeswalker cards represented in the block prior and after.
the TLDR summary: I think we'll be seeing a multicoloured Tamiyo, possibly something along the lines of UR or UB, since it's unlikely she will be going to Kaladesh.
I don't see Tamiyo as either UR or UB. She's definitely not emotional or particularly inventive which rules out UR and she's not really that selfish either. The only splash colour I could see that works for her would be green since she has a desire to document but keep things the same. So if she was going to be multicolour in EMN I'd go with UG. However I'm going to stick to my assertion that she will be mono blue.

Adding extra walkers to big sets was a bad idea. Clearly, WotC is wont to have an occasional YOLO moment.
