we don't have a core set with 5 walkers anymore. when that was announced they said that they wanted to keep the number of walkers in standard the same, so i actually think we'll see 4 walkers in big sets (jade, sorin, arlinn, nahiri) and 2/3 in small sets (liliana, tamyo, maybe someone else or maybe not).
the idea of getting mythic legendary spirit, zombie and werewolf in the second set makes a lot of sense.

I agree that we probably won't see it, but not for the same reason. I am 99% certain it will be allied-pairs for CMD16 (That other 1% really hopes we get wedge in the form of Fate Reforged legends like Alesha, who smiles at Death, I love legends with off-color abilities. Pipe dreams, I know), I am also 99% sure they will finish the cycle with experience counters, and I can't for the life of me figure out how to accrue them with a werewolf without being tied to it transforming, which I think could be bland and ruin it. It also don't think they'd put it in as the secondary legend because, well, DFC could be a theme for a future release, to really push the DFC for other colors and you'd want that spread across 5 pre-cons instead of 1.
I am glad to hear it was designed, though. Depending on the story in Eldritch Moon, it still could end up being left out. Although, not putting a werewolf in a set about a moon would be pretty lame.
Secondary-How cool would it be to have DFC legends Mono-color For casting, and then flip into a Bi-color (or any off-color, really, this sounds awesome regardless) just like Archangel Avacyn in SOI is Boros.

Nope. MaRo had said that the default is still five. They'll do 6 when it suits them. I think this block is the one that suits them. MaRo has said that Arlinn has little story relevance while Tamiyo is very important. Thus I feel safe in saying that Arlinn is here for the sake of saying we have a DFC werewolf walker. In EMO well get Tamiyo, Lili, and the legendary werewolf.
Considering they clearly understood how important it was to have one in this set, the Legendary Werewolf being in Eldritch Moon is a very safe bet.
As long as it has flip cards that is, for all we know transform isn't coming back in that set.
Flip cards where from Kamigawa and are never coming back.
DFC's aka transform cards already came back in SOI because they where received very well from original Innistrad. How anyone could even remotely think they might not show up in Eldritch Moon is just beyond absurd. We're getting DFC's in Eldritch Moon.

While the Legendary Werewolf would likely be a DFC, it doesn't have to be. In lore, Tovolar is a werewolf whom can't return to his human form, which would allow a non-DFC legendary werewolf.
But a non-DFC Werewolf legend would violate the spirit of a Werewolf commander. In a deck themed around transforming creatures, the leader doesn't transform? That doesn't feel right.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
