I'm kind of confused why they wouldn't just bring them back. It's not like adding a few of them is that big of a commitment.

The difference is, Curses were considered a full blown Mechanic. With some support from other cards and themselves.
MaRo's statement pretty much means exactly what you said. Adding one or two isn't a commitment, but they won't be like they were last time.
I think Curses are likely to show up as a one or three of, maybe even a cycle, but not as a thing. They're a very cool type, but, they don't really have enough room to be interesting for a full theme. Personally I'd love to see them in a bunch of sets, not just Innstrad, even if there is only one or two. They're pretty intuitive, too.

Likely? There's a DFC whose reverse side is a Curse.
