I wonder if they would do a full creature block again like scourge.
One with higher cmcs for creatures for their p/t, but having spell effects.
something like:
2/1 Elf for 2Gwith when it etbs, destroy target artifact or enchantment.
2/1 Elemental for 1R with when it etb, another creature gains haste
3/4 Spirit for 4U with whenever it attacks gain contol of target creature, that creature untaps and gains haste and cannot attack you until end of turn.
they could be cast cheap for the base creature and if you want to pay a kicker cost give you a spell effect also, but you can never get the spell effect alone. Of course the spell effect would probably then need to be buffed, a 4 damage lightning bolt, a double naturalize ( or naturalize plus draw/scry 1), a Doom blade plus gain 2 life.
Might even be fun if they added discard or activated abilities to creatures if you wanted effects at instant speed.
But overall this would need to be in a slower format with generally high cmcs. In a creature only block.

IIRC, Legions being an all-creature set didn't go over so well with players, so I doubt they'll try it again.
The idea is pretty gimmicky to begin with, anyway. Ask yourself: would the set actually be improved at all by being all creatures, or do you just like the idea because it seems cool?
I think Legions did not go well with the "serious" players, but sales where very good. It was, according to Mark Rosewater, the best selling small set for a long while.
I might remember this next bit wrong, but I seem to have a feeling that this was the moment where they realised that there was a huge audience out there that they had no tabs on. As tournament participation went down but sales went up, it became clear that the game matters to a lot of people without a DCI-number.
From comments on Blogatog and the Drive to Work podcast, it seems like the verdict on an all creature set is "it was a fun gimmick to do once, but it is unlikely it will happen again". From time to time, the Drive to Work podcast does a series on the design of a specific set. Next in line is Legions, so you might want to pay attention to that to get more of an idea about what R&D (well, at least the head designer) think on the matter.
(Just realised that it said block in the title. That is almost certainly never going to happen then, if a single set is doubtful by itself)

basically just tack on creature bodies with iconic spells like naturalize, divination, doom blade.
