Except there isn't a seven year wait period between repeats, there was a grand total of one block between Scars and RTR, specifically Innistrad.
It is also quite likely that we will get another revisit to an old plane within the next couple of years (likely Alara, Zendikar, or Dominaria). The seven year plan isn't a rigid list, it's more like a set of guidelines.

The problem with this thinking is the circumstances leading up to Scars and RtR are no longer applicable. Original Ravnica was the first block of the six year plan, it was a combination of unrelated factors (as I mentioned above) that lead to RtR being seven years later. Your Time Spiral related conjecture has absolutely no basis to it, when MaRo laid out the seven year plan he would have already known that Time Spiral wasn't ever going to happen again. You've misunderstood how these plans work: they didn't decide on these blocks exactly seven years in advance each time, MaRo put together seven years of block themes (starting with Innistrad, as I've said prior to that was a six year plan) all at once (it is true that they have since been "topping up" the seven year plan as they go, but we will not see the results of this for years to come). So Alara, Zendikar, and Lorwyn are all fair game as far as returns go, there's no requirement that they be seven years after their originals and indeed in the case of Alara a reason that it can't!

It's also worth pointing out that up till Innistrad there was only one top down setting (Kamigawa), which was quite poorly received. That's why I think Wizards has been pumping out top down blocks, so as to build up a backlog of good settings to which to return.

There's a long leap from "there's a delay" to "there's a delay that is ALWAYS seven years and furthermore M15 is Time Spiral 2.0". There was never a Time Spiral 2.0. Lorwyn and Zendikar can quite easily return at any time WotC thinks appropriate, seven years on or not. Alara will have to wait till at least 2016 but that's for different reasons.
Wow I actually thought about this a few days ago and my friends told me I was dumb. I personally believe this block will be different, maybe similar to Time Spiral since MaRo said the block has a weird design.

Its not so much a plan as its more of an idea of what they'd like to do. The only blocks in the plan that are solidly set are the two after the currently released block, or the next most big set. i.e- Khans will be the current block then fall2015/fall2016 which are least likely to change due to how close they are to coming out.
However anything past that can change, and unless they tell us we'd never know. Furthermore we've been told by MaRo himself that its become a rolling plan. As in every year becomes a year 1. Since at this point the first six year plan did exactly what it was suppose to do, get them to look ahead much farther than a year. It also revealed its flaw as well, just planning without giving yourself mush adjustment room is a bad thing.
