There is something you need to remember about M15: Warden of the beyond. While Khans could have a graveyard theme, these cards could be in here just to help enable the Warden.

Where? All I've seen from them are explanations as to why they quit with the painlands (new players not liking paying life for mana), but no statement where they actually said they wouldn't return to the core set.

Tormod's Crypt makes sense with the new Jace around, since you want to shuffle your graveyard into the library but at the same time deny the opponent doing the same thing.
Graveyard strategies are pretty common and don't necessarily require a block theme for them to exist. GB dredge is a borderline thing at the moment, it doesn't even make use of a keyworded graveyard mechanic and the biggest graveyard beaters are mainly from Theros instead of Ravnica with Golgari.
Also in terms of Dissipate i'm not sure that it points to anything beyond the fact that a decent harder counterspell was needed for the core set and in standard that implies Cancel with an upside and Dissipate is a good version of that.
I am with @Machius. You could print Tormod's Crypt in every set and it wouldn't indicate anything about a future set. Every set has a couple of 'graveyard matters' cards to help UB self-mill etc.
Also, the Wizards folks have 20 years experience providing speculation that is specifically designed to increase our interest in buying product. None of their statements are binding in any way. They can do a 180 on a bunch of their statements and make it seem like a reasonable move: this is what they are supposed to do.
