Meant as a nod to old style slivers that give their ability to all slivers on the battlefield, not just your own, so basically the person who casts this guy gets control of all enemy slivers, in case they are using some older ones and benefiting the opponent from such.
I think I might know what the casting cost is. It's likely WUBRG not sure why. Ability wise and power/toughness? I'm guessing it's a 7/7. Ability wise, absolutely no clue. Lots of directions to go potentially.

I figure when a sliver develop planeswalking the multiverse is doomed. This gal is going to be total infestation. I'm basing the abilities off Sliver Queen & Sliver Overlord's abilities. I couldn't figure Sliver Legion into the ultimate ability so I went overboard. The starting loyalty is 7 because all the legendary slivers power and toughness is 7/7 and the ultimate is 14 because that's 7+7.
When Sliverian Dreadnought enters the battlefield, sacrifice it unless you sacrifice any number of Sliver creatures with total power 12 or greater.
The Power and Toughness of Slivers you control is 12.

There's some silly flavor and some awesome ideas in this thread, but this is the only one that just breaks reality. By the time the triggered ability resolves, every sliver is a 12/12, which means this card is basically "When this creature enters the battlefield, sacrifice a sliver you control". It needs to be directly reworked to be "as an additional cost to cast", if you want it to be even similar; yes, this opens it up to you screwing yourself over to an opponent's counterspell, but the current wording is too ridiculous.
If I were designing it, I'd make it something splashy and different, not just another variant on the overdone 'army in a can' or 'massive +X/+X' theme.

I swear, thats the biggest thing i was waiting for, just because we have the Queen, and we didnt get a King (Overlord, Legion, but cmon, long life the King ! and God shave the Queen !).

It does make sense that the new Sliver boss has convoke. Hope it gets a second ability though, like trample or indestructibility.
