The title really sad it all, I'm waiting for rotation to attempt construction of a standard deck but is like to get some play sets of cards that I anticipate being useful in post-rotation metagame. Any answers are appreciated.

Not really. There was no monoB or monoU in block last year. Block was dominated by WG aggro that now is not played in standard. At the cost of repeating myself, without knowing cards and mechanics from the new set its impossible to foresee what will be good.

I bet on Daxos and hour of need
Daxos is in the heroic colors and has things like deicide to help on post rotation.
Hour of need is a removal against the gods and is a set up for some finishers (4/4 flyers trading with the creatures that would be destroyed is good.
Another color is maybe G with W or U trying heroic .
But until M15 comes out or 1set of Huey(tarkir) is spoiled there is no way for we hit the goal without losing some.
The gods i think are a safe bet as are planeswalkers ( at least the cheap ones)( hello ashiok)( hello xenagos)( hello kiora).
If there is no Day of Judgment-like card next Standard (which is more likely than what some are thinking,) then I could see Prognostic Sphinx being a strong card.
I personally think Oracle of Bones is a fantastic card without a deck yet. Great effect and at worst you're getting a 5/3 haste for 4cmc.
There are a lot of people reluctant to play tribute cards on principle, because giving your an opponent a choice can backfire so often. And I think the worst case scenario is really having a 3/1 haste for 4cmc. I can foresee situations in which you'd play it simply because you need a creature on board, but you don't have any relevant instant/sorceries to play, and your opponent calls your bluff and doesn't pay the tribute.

That is fine I suppose, but the cards were key players in the PT and they are both aggressively priced for what they do. Looking at them right now, they don't look impressive, but when stacking them up against the current known card pool for October - they stand to gain a lot come rotation.
I don't want to say you should buy them up because they will be great, but I do want to say you should buy them up because they are currently well priced role players in block that are also well priced when it comes to cash value.
I do like Ashiok, like UB is my favorite color combo, but I'm not sure if he'll go up. Can I ask you something? Do you think Ashiok and Kiora would be better to pick up then the scrylands?
Scry land goes for around 3-4$ each or so. except for 2 that goes for 10$.
Unless next block is heavy mono colored, but speculation for Khans of Tarkir suggest it being Wedge 3 Color. So I would go for land, right now before they get increased value. I mean, if Temple are the only viable dual color land they won't stay at 3-4$. And if They indeed reprint fetch land for Khan of Tarkir... which seem improbable. They won't be at 3-4$ nor 20$.....
Ashiok is greet. Insane should I say.. But against Esper control or any control he is kind of a waste of mana. (I already exiled near 15 land with him back to back without any creature...) Expect him having his price dumping to 4$... Maybe not when RTR rotate... he might have an increase to 10-12.. but when Tarkir PW will be revealed he should drop again to 4$.
And no I can't forsee... it's my guess and I might be wrong.

don't buy all playsets....
buy the ones that you have the cards to suport.
like if you don t want to buy Athreos then don t buy WB( you can pick 1-3 but don t buy the hole playset.)( if you end in that colors you just need to buy the rest but otherwise you use those for trade...)
and yeah as a rule don't buy playsets of lands (I bought 3 of each scryland when they comed)( having to trade 3 is easy but a playset ...)
Ashiok will be a good card if agro gets the spot after rotation.
Kiora if Midrange/Control
Also all the dictates are cheap right now and have good abilities... ... ...

Nightveil was obvious. The only reason it was unplayable in INN/RTR standard was how bad it is against Restoration Angel (which was a dominant card in old Standard).
I think Ashiok will do good work in post-rotation Standard. Once Mutavault goes away, Ashiok is a lot harder for control strategies to interact with, as he/she/it ticks threateningly up toward a game-over ultimate.
Against any form of creature swarm deck, however, it usually ends up just getting you a 2 mana creature that isn't synergistic with your deck, and maybe fogs one creature for a turn on top of that.
I'm into Master of the Feast and Thoughtseize. Waste Not is a powerful card that doesn't compete with these two at a CMC level and Master of the Feast ensures they have a card in hand on your turn. This is assuming there is a playable discard shell within the core set and the next block. Master of the Feast (3CMC) outclasses every flier once Desecration Demon rotates until the 6CMC+.

I think the best place to start looking is at rares and mythics that seem good but don't go into any decks.
Brimaz, King of Oreskos; Mana Confluence; The Temple cycle; Chained to the Rocks; Hypnotic Siren.
Basically just search Theros block for low mana costing rares. They all have a good chance of being played.
