They seem like reasonable options. I actually rather like this cycle, I'm looking forward to finding out what the others are.
The two we have so far imply a doubling effect (double damage, double natural draw), so I could see a double life gain effect for white, double mana effect for green, and double life loss for black.
I think it can really work out along with Kruphix (god) and very probably my favorite (unless the black one makes the players sacrifice creatures); if you get to cast it at the end of your opponent's turn then you can make up for those 5 mana. Is one of those spells which pay themselves really quickly and then you can ripe its fruits during the rest of the game (karametra joke).

I think the design is less about doubling and more about getting the best end of a symmetrical effect. I don't see it being lifegain for white, I'm not sure how you'd make it symmetrical. Maybe black is something like Necrogen Mists, but 1BB and discard a card at end of turn instead of during your upkeep? You usually already get the better end of "sacrifice a creature" enchantments like Call to the Grave.
I was hoping for the black dictate to be like Animate Dead until the symmetry thing was pointed out. If I had to put money on it I would guess Call to the Grave, but I'm not confident in that prediction.
Since artifacts are on the table of options I'm guessing the white one will be a version of Static Orb ,minus the untapped clause obviously, Orb of Dreams or Sphere of Resistance for 1WW or 3W.
Still not sure on the black one though.

As for white... I know it wouldn't be based on a card, but giving all players hexproof could be interesting.
Flash death pits doesn't seem likely, they've been good about keeping regeneartion relevant. Though it'd be rare so maybe. The flash hexproof doesn't seem likely either. MaRo stated a few years ago how black and white could get flavorful counter spells, but they haven't even gave any a go sadly. A flash hexproof would be like a counter but I don't know if they'd do it.

It would be extremely disappointing if the white dictate doubled life gain, although a lot of more casual players would love to gain 200 life with Ajani, Mentor of Heroes ultimate.
Actually, the first card I thought about when thinking about the black one was Maralen of the Mornsong. Take her ability, slap it onto an enchantment, give it flash, and make the cost be 4BB. Seems good.
The past three have all been given flash to negate the drawback of your opponent getting the effect first, so flash Rule of Law doesn't make too much sense.

I was not necessarily talking to myself, I just didn't want to retype my entire post haha.
But what I am saying is, I think something like "at the beginning of each player's upkeep, he or she may return a creature from their graveyard to their hand." Would be very plausible. Something like this with flash would act as a reanimation spell of sorts (since you use it in the en of your opponents turn, get your creature back during your upkeep, and can cast it then with your open mana) and continue to work in Black's favor in most decks featuring it. Sure your opponents get creatures back too, but the flash gives you the advantage. I would expect it to have a cmc of 4-5 and be the Dictate of Erebos or Athreos since they deal with the dead the most of the black gods.
I just want to see something like this because discard is so boring and we have seen it before. No other effects we have seen before seem to make sense with a flash effect.
