IMO, 2RU is one too cheap, going by the casting costs of the Born gods.
I personally think this fits Keranos better than any "whenever you cast an instant or sorcery" idea, because it fits more flavorfully with the way Keranos does things. He zaps oracles and through these zaps they recieve visions. It also combos pretty nicely with Omenspeaker and the like. Heck, it even promotes playing instants and sorceries in conjunction with Young Pyromancer and stuff like that.
Yeah and yeah.
I do wish that blue/red would do more than (non-creature) spells and could push other types of decks, though. That's wishful thinking, just like hoping that we wouldn't get a milling UB god.

I have lost all hope for the gods after Born of the Gods. None of them are playable or if they are, you need so many other ressources it's ultimately not worth it. The major gods are way better because they have unconditional effects like Thassa's Scry, Purphoros ping, etc.

Keranos does seem to have quite the reputation on Theros. I hope this alone means he's a little pushed, kind of like Xenagos. I have lost faith though after the UB god of deception, who loves punishing people, is just a stupid miller.
for the references on current cards, Keranos must burn and Scry or vice versa. Most likely will burn something, and then the controller of that thing gets some scry. The thing is, it doesnt interact too much whit creatures, R/U isnt really a creature pair, yet the gods need their devotion.
Or they will throw a huge curve at us and Keranos will change power/resistance of creatures randonmly each turn. Since thats pretty red/blue too...
As much as I want him to be good, I'm almost certain he won't be. The BotG minor gods were almost entirely junk, and those were the allied colors. Wizards has no clue what to do with UR.
We're likely going to get an overcosted, underpowered god with a poor red ability mashed into a poor blue ability, and no UR flavor.

Wizards seems like they are generally disappointed with how the Izzet turned out in Return to Ravnica due to it not being as appealing to the Johnny demographic as they would like. This probably doesnt mean anything, but what it could mean is a pushed UR god because expectations are high and they know it is an EXTREMELY popular color combination.
I dont think we have enough info to really guess the mechanics, but there are some neat ideas on here that look pretty cool. Knowing that he is the god of storms and lightning helps, but that could go in all sorts of directions.
What about a mix of two, sorta like how Mogis is kind of a mix between The abyss and sulfuric vortexish? That opens it up to blue and red enchantments rather than the limited UR enchantments I linked to

Mirror sheen is just stuff that targets you, but I catch your drift. Its definitely a possibility, but I think others here are closer to the mark that it should be linked to creatures/permanents because of devotion. I feel like they want these to have self supporting abilities, like how they design planeswalkers. This is the only real reason I said magefire wings, because it encourages a board state.
Who knows though, way too early to guess. Like someone said, maybe these will have activated abilities to be DIFFERENT from the BNG gods butstill be similar to major gods. Shrug

The problem is, so far all the Gods except Erobos have abilities that encourage playing permanents, which are necessary to achieve devotion. U/R decks are notorious for their reliance on instants and sorceries. These two things don't go well together, and since I'm pretty sure Wizards wants people to at least try to make the Gods become creatures, that forces us to look at other things U and R have in common. The main things that come to mind are, looting effects, manipulation of blocking and attacking, creatures that ping for damage, and creature/permanent stealing. Keeping all this in mind, maybe one of these:
1 - Creatures you control have; tap, deal 2 damage to target player.
2 - At the beginning of your attack phase, target creature gets unblockable and gains; whenever this creature deals combat damage, you may draw a card then discard a card until end of turn.
3 - At the beginning of your upkeep, untap target creature and gain control of it until end of turn. It gains haste until end of turn.
I don't know, the first one seems weak, and the third doesn't really encourage playing permanents, I think the second would seem the most likely if any. Just throwing out ideas.
Edit: Mogis doesn't necessarily encourage playing permanents either.

Erebos, god of the dead does support himself in a more subtle way than the others. Greed draws you cards, which if you built your deck right can be more permanents and eventually turn him on.

What are some past UR enchantments that have done well or been popular or particularly flavorful for storms? Some of the other minor gods remind me of supercharged versions of other enchantments (Xenagos, god of revels and Fires of yavimaya, Erebos, God of the Dead and Greed, Porphuros, God of the Forge and Pandemonium sorta)
I like Stormbind but that is fairly unlike and out of color
