This may be too similar to Purphoros though, and not blue enough. Maybe the same thing, but replace the 2 damage ability with, "At the beginning of combat on your turn, another target creature gets unblockable and has, whenever this creature deals combat damage, draw a card then discard a card until end of turn." This actually seems more probable to me.
play with the top card of your library revealed you may cast that card if it is an instant or sorcery.
Then it could be something like:
Instants and sorceries cost X less if played from your library where X is your devotion to UR. (Imagine that epic experiment!) (if too strong maybe X = 1 or 2)
Or...
If an instant or sorcery is played from your library Keranos deals 2 damage to your opponents.
This way it is psudo drawing a card but conditional only to instants and sorceries which is blue and must be played this turn (or else you draw the card and lose the extra ability) which is Red.
Flavor wise, reveling the top card has an oracle feel to it. And if he makes things cheaper then you can cast a bunch of stuff a turn making it more storm like, or just dealing damage means he's throwing and extra lightning bolt into it for you. It also plays well with scry allowing you to manipulate the top card (seeing/changing the future) and steam augury makes you reveal all the cards you draw so it makes some amount of sense there too since that is his spell more or less.

I hope Keranos is slightly stronger compared to the other gods, to make up for the fact that he's in the two colors with the highest amount of instant/sorcery (read, no devotion) colors.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Considering Ephara I wouldn't expect card draw, also it would be strictly better than Ephara (a thing I don't think Wizards will do).
The classical UR-deck runs heavy spell-counts but I think all the gods will have to make due with creatures. Thus I think we should focus more on what interaction he could have through or with your own creatures. I know Mogis is an exception and it's possible Keranos will be as well. However I feel like Wizards wants to push us down into a creature-segment.
This might be over the top but:
"Whenever another (gods never favor themselves) creature you control deals combat damage to an opponent, scry 1 and you may have Keranos deal 1 damage to target creature that player controls."
It could be a singular use of scry at the beginning of the second main phase if you had another creature but Keranos deal combat damage to an opponent.
Or to be more in line with the hinted "He dispenses insights and blasts of lightning in equal measure." and "Such individuals earn a two-edged blessing: momentary glimpses of the future, but the inability to change what is to come." - which may hint more at "Look top card of Library"-type of thing and possibility to play that.

A bit tricky with the casting of the top card. If it was merely "You may cast it" it would be pretty lackluster as a virtual card advantage. However if it was "cast top for free" it would possibly be insane with library-manipulation. CMC 4- might be the sweetspot or CMC 3 - interesting enough to get free spells but neither broken.

My final (vague) assumption is that its going to trigger off any creature spell entering the field and have something to do with damage, and/or scry. If not scry, than a small steam augury type effect.

Personally, I wouldn't mind this. After all, 2 damage is pretty powerful when you tac it on to a indestructible potential creature. I love it.

but if i had to guess i would suggest a mana ability.
I imagine it having to do with flashback or turning cards into lightning.

or possibly attaching weak: magma jet/mizzium mortars/electrolyze to your creatures

Agreed. I play izzet in standard and snipes are just so easy to deal with.
