-3 add R mana to your mana pool equal to the number of instant and sourcies in your graveyard.
-5 you get an emblem "whenever you cast an instant and sorercy you may copy it, you may choose new target for those copies

I was close to one of the abilities in my first attempt.
The good news it that she still has her identity as a burn walker I guess but I would of liked more focus on the instants and sorceries WotC wanted to go in a different direction.
The bad news is she just isn't playable enough... she needed to be 3 cmc.
She doesn't really protect herself against anything bigger than a x/1. Although she also doesn't have an - abilities and she works in a deck with creatures now which can protect her... however if you are red... you don't want to be blocking.
Her ulti is worse than Firebrands ulti most of the time and harder to get to.
Perhaps her ability to synergies better with a red aggro deck than previous versions might make her more playable than I think she is.

Honestly, you're right. If it was for free it would be too broken, especially as it is a zero cost ability. But I wasn't complaining because I thought she isn't broken enough. I'm a Johnny not a Spike, so I really don't care about tournament play to determine whether a card is playable. I just think that as is, the ability has too much of a potential downside. Sure it can filter through lands or spells that you might not want at the moment, but on the other hand it can waste land-drops or spells that you might need just because you can't play them right then. Maybe my opinion of her will change once I see her in action because the +1 and ult actually look pretty good.
Chandra was designed for edh. Ill just wait for chandra 5.0

And in that format Firebrand's "Reverberate a backbreaking spell" and Ablaze's "Cast all already cast or discarded backbreaking spells from your cemetery" abilities are solid gold compared to anything Pyromancer can do, and they're considered barely playable.

Chandra Ablaze is actually one of the best walkers in EDH, because of her mini Wheel of Fortune effect.
I also like this Chandra more than Firebrand. Fork is awesome primarily because you fork other people's stuff, Firebrand only being able to copy your own stuff is a major hit against it, especially since it consumes so much of her loyalty.
In a color desperately strapped for card draw, Chandra 4's -0 is a pretty powerful thing. I'll run her happily in monored EDH.

EDH is also a format where draw engines are popular, Phyrexian Arena is great, and Necropotence is obviously bonkers. If your deck has relatively few 5+-drops and counterspells, Chandra 4.0 actually behaves rather like Phyrexian Arena...if it was red and not black, it didn't try to kill you, it was 4 cmc instead of 3 cmc, it could be attacked, it couldn't be destroyed by enchantment removal, and if it could ping or draw a card (well, more likely ping) the turn you played it. Those benefits probably outweigh enough of those drawbacks to make Chandra 4.0 thoroughly playable in EDH.
She's pure garbage. A 4 mana walker that does nothing remotely useful at her spot in the mana curve.

Admittedly, Underworld Connections isn't being maindecked, but draw engines are not pure garbage.
