I think Electrolyze is almost a sure in given Lightning Helix showed up on Ajani Vengeant.
As for eating spells, I don't think that really would work. Eating spells for benefit would almost have to be at instant speed to be of any use.
Lastly, I'd actually really like him to show up at 5cmc to keep him from being having some disgusting price tag attached to him. Tamiyo showed that you could still play a 5 cost walker, but her price would have been insane if she were any lower costed.
The ultimate I can only really think we might encounter an emblem that gives free forks (or twincast/reverberates.)

Seems pretty tame for an ultimate considering the spells are random. I could see searching your library for 3 sorcery or instant cards and playing them without paying their mana costs though.

I've been waiting for a good planeswalker to fit into my Gelectrode deck ever since planeswalkers were first printed. So, Ral Zarek better be amazing.
To me, copying spells should have been a no-brainer for a UR planeswalker (as both color can do it), but they used that ability on Chanrda already. Thus, I doubt he will have it.
As far as an ultimate, I was thinking more along the lines of an emblem that says "Whenever you play an instant or sorcery spell, replace each instance of the word 'target' with 'each.'" So that it essentially gives each of your spells Overload.

An ability like this would make Enter the Infinite actually playable for a lot of people. I kinda like it, and at the same time feel that it may be too strong.
This is what I'm hoping for since it's fairly balanced:

Well, I'm fairly confident that he's not going to give anything overload--not through an emblem, not through one of his abilities. Having gone through every instant that uses the word "target," overloading most of them makes them non-functional. And I don't mean in terms of "Oh, no, now my awesome spell hits me, too" but in terms of spells that now read "Change the each of each spell with a single each." Remember, overload does nothing other than replace "target" with "each" in a card's text. There's no "Oh, but they clearly mean this" because there's no actual rule that can be applied across all cards. It would be a nightmare. We might see him Radiate things, but I wouldn't bet on it--it would feel very redundant to run him with spells that have overload.

Hmmmm... very true. Good call on that one. It simply seems to me that the new feel of the Izzet in this block really gears towards a mechanic like Overload. After reading the The Secretist: Part One, that style of mechanic fits Ral Zarek very well, as he cleared a room full of Golgari, and yet the Izzet mages with him survived. My idea just came up a bit short-sighted. I still think he could reference something of the sort, though.

Some sort of discard-then-draw or draw-then-discard ability would make sense as one of his non-ultimate abilities as well. His character is helping Niv-Mizzet search for some answers in the story.

I suppose 3 CMC is pushed a bit but at 5 CMC it would be unplayable. So I guess 4 CMC may be better.
I still think he's fairly balanced at 3 CMC though plus it makes him much more likely to see play in legacy which would be great.
And most importantly, I really want an ultimate like that for EDH!
