I remember that he had the network (he told so to Jace and Liliana in AoA, no?), but Bolas is the type to grab low hanging fruit. That is, if Ravnica cell is on its knees and Jace isn't its leader (and possibly even if he is. Oh that constant switches of canon on this question), Bolas may decide to broaden his influence.
Another thing that seems to point that Bolas is involved is mysterious figure that advices Lazav (looks too similar to Alara scenario). Or maybe it's me getting as paranoid as Jace.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

it would have to cost two mana, of course, because ancestral recall was one, and lightning bolt was one, and one plus one equals two!
