I was thinking about this for a while. I have serious doubts that signets (all 10) will return. But a new card that represents the signets in a flavor sense and helps mana fixing would be more like:
Timeworn Signet 2
Artifact
ETB Tapped. T: Add two mana in any combination of colors to your mana pool. ~ Deals 1 damage to you.
"No one knows what guild this once signified, but the power has not gone from it." - Random historian of random U or W aligned guild.
This seems like the best way they could handle it without being OP and allowing for 7-8 mana turn 4.

There was a thread about this in the baseless speculation, in which I suggested this:
Izzet Signet 2.0
Artifact
:symru:, : Add :symu::symr: to your mana pool.
Keeps the design idea of the original signets, but prevents them from being used simply as mana accelerants unless you're in one of the two colours.

I think the hybrid signet or the City of Brass signet are the way to go. In Ravnica block the signets were so good that people drafted off-color signets to ramp their decks. This was fairly reliable because with four signets in R:CoG and three each in Guildpact and Dissension you could generally depend on being able to snag one or two even though the sets were so huge compared to modern sets. Now, color fixing is certainly going to be extremely important in RTR block limited and people want something signet-like in the block to grease the wheels a bit, but sets are smaller and they're doing five guilds each in RTR and GTC.
Hybridnets or the Brass Signet solution would attack the problem from different directions - hybridnets by ensuring people can't run completely off-color signets to ramp allowing the whole cycle to sit at Common, and the Brass signet by obsoleting the need to have a whole cycle at all.
The only other thing I can think of is a pseudo Karoo Rock.
Orzhov Karoo Rock 2
Artifact
Orzhov Karoo Rock enters the battlefield tapped.
When Orzhov Karoo Rock enters the battlefield, sacrifice it unless you return a swamp or a plains you control to its owner's hand. T: Add WB to your mana pool.
I love how each of the three threads dedicated to this topic are nothing more than card creation. Isn't there a forum where you can post terrible card ideas?
I would like to add that Signets were mentioned in the same breath as Mana Leak and Lightning Bolt being too powerful.
So it could be that Signets are a part of a collection of cards R&D sees as powerful (Rancor, Bolt, Leak) but are willing to bring back because
A. They're super nostalgic, older players love em, and newer players finaly get a chance to play with cards from Magic's past.
B. They're predictable. R&D now knows what kind of environments result from these cards in constructed and limited formats, and so they can plan accordingly.
I doubt they'll be back again as they're apparently considered "too powerful" for Magic nowadays, unfortunately. I certainly won't complain if the DO come back though, that's for sure.
I think a version that can't be used outside the guild is most likely. The problem with signets is they can simply be used as colorless ramp in any guild. A signet with the Shadowmoor Filterlands ability, for example, will only be used in the right guilds/colors.
I think there will be one signet like there was one talisman in the last Mirrodin block. Some sort of artifact that anyone can use but calls back to the previous cycle.

Not true. The issue is that they give U/W ramp and color fixing at 2 CMC. A Shadowmoor like ability would do the same thing. Non-Green colors don't get that good of color fixing and ramp together anymore.
