I don't remember WotC ever printing or reprinting something to make their retail price go down. When they print FTV, it's pretty much to make older cards more accessible to newer players as well as catering to the nostalgic crowd.
They reprint stuff to drive their sales up. Never to drive prices down.

Actually, kinda. They have talked about reprinting staples to make them more available to players - and availability, in this age of internet orders, is exclusively about price.
In this case, dropping the market prices on the ravnica duals doesn't hurt them, because nobody is buying ravnica boosters anymore anyway. It will, however, boost the sales of new boosters, which will increase their sales.
Don't forget they don't get a cut from market sales. If anything, if printing packs that were 100% eternal staples at 10$ a pack was a good long-term idea, they'd do it.

They've already caused the prices to fluctuate twice (Extended->Standard x2->Modern). And a reprint for standard won't cause an immediate price drop, those prices might rise at first on the news that they're back.
Rav duals are almost 99% certain to be in the RTR block or completely in the RTR set. There is only upside for both WOTC and the secondary market. We are not dealing with a situation in Modern where lands and staples have hit $100-800. The small decline in price will be more than made up for by the massive volume of business it will generate. WOTC will guarantee a sell out of every print run and the resellers will sell many sets to the new players who have been waiting to enter Modern tournaments.
There are about 15-25 cards that need to see a reprint soon to keep modern from degenerating price wise and a full 10 of them are the shock lands. Modern is Magic 2.0 and the place WOTC clearly plans to make their stand on maintaining a sustainable game for the next 20 years. Legacy and Vintage are doomed to eventual irrelevance by the reprint policy. They are not so foolish as to make the same mistake again.
The smart money says that Shocks will be reprinted. It's a money-maker for them and they have already alluded to the desire to reprint Modern staples. It's just good business sense.

i see a rampant selling of ravnica duals in my country, because they fear price might drop significantly. well, to begin with, temple garden was 3$ on ravnica days. now its 20$?

The fetches may have started at $20, b/c of the low supply and high demand for new fetches. You have to remember, every Friday Once ZEN released, people were drafting ZZZ until WWK came in February. That is a lot of ZEN packs opened. ZEN was also a really good selling set, so the fetches dropped to $9-15 based off popularity.
The Shocks might spike *slightly* in value if they were in RTR, simply because of SCG Opens and Standard GP's and Qualifier Tournaments. Once RTR gets drafted enough, the supply will meet (and possibly) exceed demand. Also, once people have the Shocks for standard, they will care over to Modern.
Zendikar lands were $20 at first, but then they all dropped to below 10 at some point once the price stabilized and everyone had their playsets that they needed. Same case with sorin, starting out at 60 and now he's 20-25. Hype is a thing, as temporal mastery/time reversal/talara's battalion/sarkhan vol all prove that.

But my money is on RTR, it's a gold set in all probability and these lands help that cause of colorfixing for multi color decks. If prople are clamoring that they cant play Modern because of the price if Duals, Wizards will consider reprinting them. Modern is a format they have 100% control of. There is no reserved list collectors can whine about. If the format needs duals, they will reprint duals.
What better time to reprint them but around a multicolor set where mana fixing will be much needed. Standars and Modern players will need playsets of their favorite colors.
I am of the opinion that if the reprint shocks it won't be in Return to Ravnica. First I don't think they'd return to a plane and 10 of the exact same cards that were in the previous trip to that block. The only cards I'm aware of in the Scars block that were direct reprints were the mana myr, and those were commons. Rerprinting 10 identical rares seems like a cop out.
Second, I just don't think they'll print duals that fix other duals draw back. The shock lands allow you to play the current duals untapped as you'll control either of the land types. I don't see them building in such a draw back to so quick reprint a card that lets you completely get around the drawback.
If they reprint shocks I would suspect it will be after Innistrad rotates.

I do not think this is likely, if we are going into a gold block, better mana fixing is precisely what is needed. M13 and RTR will in some combination feature a complete reprint of the shocklands. M13 is the logical choice to prepare for RTR while RTR is logical as they originally occured in Rav. Waiting until INN rotates would be too little too late.
M13 is likely the smartest place for them as it gives you more room for new ideas in RTR and previews multicolor.
