One of the rules about subtypes is that we can't use them solely for decoration. If we use them, at least one card has to care about the subtype mechanically. This is why, for example, traps had a subtype in Zendikar and quests did not. This card was tagged in design as the "curse matters" card. In the end, it was designed by someone on neither the Innistrad or Dark Ascension design teams: Ken Nagle. Ken loved the idea of a card that made you want to build a curse deck. I agreed and the card went in the file. The goal of this card's design, by the way, is that it makes you want to build a curse deck with as many different types of curses as possible.
A. There are no flashback cards in AVR
B. There are no DFC cards
The logic seems to stand that with Nagel's push for a "curse matters" deck shows that curses are returning in AVR, especially with the confirmed "no's" for AVR.

I really hope to see more curses in AVR. When I saw Curse of Misfortunes I saw it as the main part of a neo-Enduring Ideal deck, especially with the one that deals damage = to number of curses. It just needs more tools.
I also had a feeling that we might see more Curses in AVR not only with the comment you posted, but also from the comment MaRo made in an article about the mistake of ROE with not continuing Allies. Curses themselves have nothing to do with Graveyard so the fact AVR doesn't care about the Graveyard wouldn't affect the existance of more Curses.
I think if we at least saw a curse that had a Ghostly Prison effect we might see a reasonable Standard control deck with Curse of Misfortunes. You can even slip in the Curse of Exhaustion/Knowledge Pool lock and other random win cons control decks usually pack to make it complete.

Curses are my favorite thing, in general, about Innistrad. I'm also hoping for a green curse.
I think the quote suggests the opposite. He notes that Nagle wasn't on the Innistrad or Dark Ascension teams, though he was listed in the AVR announcement as a member of that team. He could have designed it in AVR design only for curses to be pulled from that design. I'd say a toss-up, leaning towards unlikely.
I also think it unlikely that curses will show up in AVR. It is its own large set. It is the "purification" of the plane. Just seems like "curses" were a fun thing to put into the set that have some casual appeal for the sets they are in. Much like the Enchantment - Shrines or the Zubera in the Kamigawa sets. Or "Allies" in ZEN/WWK but not Rise. It is just a fun design thing to give the relevant set more flavor. I really doubt they will show up again in AVR.

There are several curses that should be made to fill in some gaps. I'm hoping there will be one in green (since white finally got one).
Once AVR gets spoiled, I'll be probably working on picking up more curses, but you also need more ways to cheat them out (like Bitterheart Witch but since she costs 4B, it's kind of hard to call it cheating a curse out).

They have said that it was a mistake (or at least they regretted) to not continue with Allies in Rise, suggesting that with the same block design they would try to continue pushing some subthemes that didn't really have to do with the main themes. Mechanically, Curses have jack to do with Graveyard.
From the story and the tidbits we're getting in for AVR it sounds like we'll be seeing a lot of Demons in AVR so suggesting there won't be anything evil around to Curse you is absurd. Just because Avacyn is 'restored' doesn't mean we're going to see a whole bunch of cards that say ':symtap:: Hug target player'. Bad things are still in Innistrad, it's just different.

They also specifically said what wasn't going to come back, there's no reason why they wouldn't have mentioned Curses by now if they didn't intend to put them in. The point on design space equally valid, since they just "hate" not exploring themes.

I wish they'd print a curse that countered the first spell the enchanted player cast each turn, but not with Curse of Exhaustion. That would create a hard lock, and WotC hates hard locks.
I swear I first read it as Wingbonger...something tells me that "As Long as Wingbonger is paired with another creature, both creatures have weed." wouldn't be as good. Seems solid for limited.
