What we're doing here is akin to taking the text of Moby Dick, locating specific words therein, rearranging them to create a passage from Fight Club, and concluding from this evidence that Tyler Durden is based on Ahab.
That's reminder text, not flavor text. If Drudge Skeletons is any indication, this card could have more to it...Or it could just have reminder and flavor text.
With Drudge Skeletons as a Common, I have a hard time seeing another otherwise vanilla regenerator at Rare -- especially as an intro pack rare, which should be something at least mildly interesting.
"Cudgel Troll" sounds like something pretty offensively focused -- maybe something with high power / low toughness and Trample?
If its a reprint, then I think it may be horned troll since it requires only {G} to regenerate, then again the picture doesn't seem to agree with me since I can't see any horns on this guy

What looks like Flavour text is explanation text, the put it on all Core set cards for new players check Troll Asectic My guess is he's either a cheap vanilia regenerator, or he might have some other ability, maybe whenever Cudgle Troll deals combat damage to a creature or player put that many +1/+1 counters on it.

This is because MTG is somewhat bassed on D&D, and trolls in D&D all regenerate.
It doesn't seem likely about it being Troll Ascetic though because the regenerate cost is :symg:. As well as no appearance of "Troll Shroud." I'd be more willing to go with Excise about it being a troll version of Ancient Silverback

Edit: It's possible that there's another ability, but it doesn't really look like it. I would say probably more flavor text.
As an additional note, the black vampire (second card) seems to have "Play with the top card of your library revealed."
