It could be possible that they are driving more toward a Race/Class subtype. The Cohort is a Goblin Warrior, and the Conscripts is a simple goblin. But from some recent articles on MTG.com, there seems to be a small rift amongst the WOTC crew on creature typing. So my theory will depend on who is in charge of 9th and where they stand on the Race/Class issue.
Well, in Ask Wizards, they DID give other examples of "Goblin XXX" when all the goblins in the block had a tribal name, and those examples were never in Core Sets. When I first saw Cohort, I smelled a plant, but I'm having some doubts now. I still think it'll be in 9th though.

Yeah, this has got me thinking that, although having block specific tribes and locations hasn't been an issue with the core sets, they're trying to weed them out, just for simplicities sake.

I think they'd have to change the picture for 9th, since the Akki look (hard shell, pointy nose) is specifically for goblins on this plane (though I agree, Akki are a lot less ugly than most other goblins).

i agree goblin constripts is most likely a plant for 9th. and unlike some people who are confused at a non akki kamigawa goblin i'm happy they didnt choose to go with akki after all akki constripts sounds pretty wierd.

Considering they removed a conventional staple from the base set (Birds) into an expansion, there's a bit of a hunch moving around that WotC is out to remove the last few cards that have been in print straight from Alpha to make way for the "newer" versions, albeit slower and staler.
Shivan Dragon, Mahamoti Djinn, Royal Assassin, Serra Angel--they "may" seem like conventional cards but lest we forget that they've been out of circulation for at least one base set, so that removes them entirely from the running. With Rathi Dragon in 9th now I wouldn't be surprised if Shivan gets the ax in favour of something else.

As for Wrath of God leaving t2, I wouldn't be surprised if it was removed eventually, at least temporarily, to see what effect it would have. (I may be mistaken, but I think I remember hearing at one point that Wizards would like to see what a wrath-less environment would be like.)

Wrath is a weird animal. We keep making “new” Wraths that are all about six mana (Catastrophe, Final Judgment, Solar Tide, etc.), so it's clear that we think the effect is worth more than four mana. Yet good old-fashioned four-mana Wrath keeps showing up in every Core Set. Why?
For the answer, I turn once again to the message boards. Wrath of God, I'm told, is one of only two cards in the Core Set that make it worth purchasing. No, seriously, read the boards. And we've already promised to remove the other—Birds of Paradise—next time around (mostly because we hate our players). So we keep reprinting Wrath just to make sure the company doesn't go bankrupt. Now please go buy some booster packs. It'll be fun, really!

Also, RFG removal has always been part of white(swords to plowshares). While it seems block specific, the cards art shows an event in which a giant spirit consumes a whole battlefeild, and the flavortext supports this by being the only reference to a spirit that is supposed to be an important figure in Kamigawa. Yet the card is not arcane. While it seems to fit well in the block, it seems more well fit for the Core Set.
Also note that since Invasion, most primary wrath effects have been printed with a block mechanic or something of the sort. Rout was part of the "may be played as an instant" cycle, Kirtar's Wrath had threshold, Akroma’s Vengeance had cycling, Solar Tide had entwine, and even ChK had a wrath creature with the white Myojin. If you look through wrath variants, very few could possibly make Core Set, and of those that could, they're all a little to quirky to make the cut. Final Judgment is too elegant to simply be another random variant, especially for a set that already has one(albeit, a poor excuse). Although iconic, I'd say Wrath gets the cut.
(I'm crossing my fingers though, since I just recently got four, lol)

The problem is that (as mentioned) this would strip the two incredibly iconic chase rares from the core set, and therefore would drastically reduce sales. This could be made up for by inserting cards on par with Birds and Wrath in terms of power and both iconic and monetary value, but what would those be? Masticore? Mindslaver? Counterspell? [EDIT] Sarcasm and Devil's Advocating goes here.
If Wrath is taken out (and thats a big if), expect there to be some big fat surprises in 9th, otherwise its time to shell out one dollar to get all the commons/uncommons you need to stay standard current (if you want it to have that 9 logo instead of the 8 that is).

Core set drafters typically avoid white unless they open Wrath, and a second Wrath effect would make it a bit more playable. If Wizards wants to see what a Wrathless T2 environment would be like, I'd think they'd run a year's worth of FFL, then ban Wrath for three months to see what they missed, then call the whole thing a failure and unban it.

Wrath won't be taken out... WotC wouldn't dare slay the golden core set goose by removing both reasons for buying it. Masticore won't come back because it's too good, Mindslaver is legendary and a rules nightmare, and Counterspell is just too damn good. There really isn't anything from the last few blocks that could replace Wrath as a pack-purchase-worthy chase rare. If they did remove Wrath, their sales would drop to the point where they'd seriously have to consider releasing 10th only as a list of cards that are legal in Standard.
It's just not gonna happen... at least not until Birds are back in the core set.
