Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
You cant use it to protect your combo and you cant use it to protect your stuff at end of turn its very very situational. Spell Pierce seem better yes you have to have 1 mana up but it can protect your combo for alot cheaper

I mean this is playable in Vintage, Legacy, Modern, Commander. So there will be no time in the future where it'll not be worth money. It may however take the general community some time to figure out it's true impact within each format, but my prediction is that it can become a dominate..force..see what i did there.
Buy four copies for all your blue decks and extra to sell off when people realize that Force of Will but worse is still Force of Will.
As a way for fair decks to interact with combo decks, this is a force of will but better. It is obviously much worse at protecting your own combos, or at interacting with your opponent's interaction, but that clearly wasn't the point. I think this design is nearly perfect if Wizards wanted to give fair decks a way to interact with unfair decks without inadvertently helping unfair decks too (which a full FoW reprint may have done, even though we already have pact of negation).
It also means the chance of real FoW being printed in Modern Horizons is down to about zero.
I freaking LOVE this card. They recognized the 2 ways force of will is used (stopping some BS unfair crap, or helping protect an early threat like delver), and made a card that only stops the unfair shenanigans...brilliant.

Well Force of Negation is already going for $34.99 on Pre-Order at least according to MTGGoldfish, though I don't expect it to hold it's value like Force of Will did in Eternal Masters. 1) There's more demand for it than the Alliances version due to more availability on the Secondary Market. 2) Modern Horizons isn't a limited print run like Eternal Masters was where the EV is now $500+ a booster box. 3) Force of Negationisn'tForce of Will. 2-1 yourself just to stop a noncreature spell isn't worth it in Modern Control decks, and due to wording will ONLY see play in Control decks.
Force of Negation may be better than Force of Will in Modern without breaking the format, however in EDH / Commander you're much better off with Force of Will, Disrupting Shoal, Pact of Negation, and Foil as far as "free" counterspells go. Besides having a universal option to hard counter against fast combo decks regardless of format is better than being setback from a specific card type that would end up costing you the game. It's hard to assess how many creature based combos there are in a format like EDH compared to Modern where there seems to be more noncreature based combos to deal with.

UU or 1U would've been more of a reasonable cost on Force of Negation than 1UU If you were needing to hardcast it on turn 2.

Being able to combo off on your opponent's turn seems to make Force of Negation even less relevant since they won't be able to respond to your combo for free while they're tapped out. Otherwise it's just a Dissipate that you're forced to hardcast since Force of Negation can only be cast for free during your opponent's turn.

Modern is already a broken degenerate format where you have decks that are literally able to combo off on turn 3 at the earliest. The "not your turn" clause on Force of Negation really hurts it's ability to deal with these early game threats. It feels more like a normal counterspell instead of being a card that lives up to everyone's expectations, capable of carrying the set as much as Force of Will did in Eternal Masters. I think that's really the biggest disappointment of Modern Horizons when everyone was hoping for a card to help keep fast combo decks in check for Modern when it failed to do so.
At least Deep Forest Hermit is an improved Deranged Hermit since I never really liked Echo as a mechanic to begin with though I felt it was a huge missed opportunity to make him a Legendary Creature to finally allow Squirrel tribal to become a thing in EDH / Commander since WotC missed their chance with Earl of Squirrel in Unstable. They probably don't take the archetype as seriously as they should especially when they don't plan on printing a functionally identical version of Earthcraft that bypasses the Reserve List as another combo enabler with Squirrel Nest.

One of my friends bought a Force of Will awhile back for his Magic collection that I currently run a proxy of for his Yuriko, the Tiger's Shadow deck in EDH / Commander which he nicknamed "Tiger Lily". Given what's already known of Force of Negation thus far in terms of how you're forced to hardcast it on your own turn If your opponent combos out instead of on their turn, I'm not so sure If he'd be willing to run it in his EDH / Commander deck. I do plan on discussing it with him later though.

The problem with allowing Pact of Negation to be free whenever is that combo decks will then freely play it to protect their combo, instead of only being used against them. I don't think anyone wants to see the Mental Misstep situation all over again.

Don't see how this doesn't improve "fair" decks' matchups against combos. What combo wins at the end of your turn on the draw? On the play? This is a way to play your turn and interact without leaving mana open. No interaction is unconditional, and this hits many of the things you don't want to see resolve, at 0 mana and -1CA.
Also, this is extremely effective at dealing with early game threats. What comes down at instant speed on your end step on early turns that develops the board state? Sure, this doesn't counter EOT bolts, but it hits enough other targets to make it more than worth running IMO.

It just seemed like there was a lot of hype being built up for a Force of Will reprint in Modern Horizons from one of the Command Zone podcasts I watched awhile back on YouTube (I think Channel Fireball made a mention about it as well). I don't think it necessarily made the whole set disappointing when it didn't turn out the way people thought it would. I was a little bit hyped at first but knew better not to fall for it like I've done with other spoilers in the past. Once people get caught up in the hype they sometimes blindly pre-order certain cards or booster boxes without hesitation.
I really liked the first preview with Serra the Benevolent which I've been thinking of trying out in Oathbreaker If it takes off at my LGS. Don't know how I feel about Cabal Therapist though I do like seeing a return of Changelings from Lorwyn block, Storm, and Buyback though. Isn't it weird that we ended up getting Extended Art Snow-Covered Basic Lands instead of Fetchland reprints in a Modern exclusive set as our land cycle? We could still get Fetches in Modern Horizons though I'm not holding my breath on it.

Well, no, because it was clearly told that there would be no reprints from Modern legal sets. Maybe we still can get the Mirage fetches (Flood Plain).
I really think it's better than force of will. Now, is it better in 100% of cases? No, it's not but force of will is kind of bad in lots of cases too. Exiling a blue card from your hand is a seriously heavy cost and this can be reasonably cast for mana instead. It also exiles which is big. Yeah, there are a few 100% creature combos and just a couple that can be played when it isn't your turn (barring something that lets you cast anything as an instant) but the vast majority of things that you would really want force for are noncreature anyway and most things you'd want to counter on your turn are better handled with a flusterstorm, negate, etc. anyway. Force of will is a catch all answer like a swiss army knife, but you also pay through the nose in either mana or 2 for 1 for it too. It certainly has its place, but if you're playing one in commander, I expect you'll want both. After all, you're probably seriously in blue and are probably running a suite of counters anyway.

What combo in modern goes off on their opponent's turn? Because I can tell you right now that the reason that the alternate cost only works on opposing turns is so that combo decks can't pick this up as easily themselves. I'm okay with that restriction, and I suspect Blue players will be as well when they pitch something to stop a Karn Liberated or Goryo's Vengeance.
Also, Force of Will isn't unconditional. I've had games where I've been Duressed/Inquisitioned/Thoughtseized/etc. and they took my blue card instead of Force.

This is a hilarious answer to most Modern board wipes, though (Supreme Verdict ignores this, so does Settle the Wreckage, Terminus can dodge this).

The problem with allowing Pact of Negation to be free whenever is that combo decks will then freely play it to protect their combo, instead of only being used against them. I don't think anyone wants to see the Mental Misstep situation all over again.
Don't see how this doesn't improve "fair" decks' matchups against combos. What combo wins at the end of your turn on the draw? On the play? This is a way to play your turn and interact without leaving mana open. No interaction is unconditional, and this hits many of the things you don't want to see resolve, at 0 mana and -1CA.
Also, this is extremely effective at dealing with early game threats. What comes down at instant speed on your end step on early turns that develops the board state? Sure, this doesn't counter EOT bolts, but it hits enough other targets to make it more than worth running IMO.
Were people hoping for a 1card check to combo? Has this card failed to do so?? Does that make the whole set disappointing???
I really liked the first preview with Serra the Benevolent which I've been thinking of trying out in Oathbreaker If it takes off at my LGS. Don't know how I feel about Cabal Therapist though I do like seeing a return of Changelings from Lorwyn block, Storm, and Buyback though. Isn't it weird that we ended up getting Extended Art Snow-Covered Basic Lands instead of Fetchland reprints in a Modern exclusive set as our land cycle? We could still get Fetches in Modern Horizons though I'm not holding my breath on it.

Well, no, because it was clearly told that there would be no reprints from Modern legal sets. Maybe we still can get the Mirage fetches (Flood Plain).
It's not better than FoW. In fact it's not a very good card at all. People are going to argue, but the reason FoW is good is it is an unconditional answer that can stop a combo. This is situational and therefore doesn't fit the bill. Hopefully Pact of Will is better.

What combo in modern goes off on their opponent's turn? Because I can tell you right now that the reason that the alternate cost only works on opposing turns is so that combo decks can't pick this up as easily themselves. I'm okay with that restriction, and I suspect Blue players will be as well when they pitch something to stop a Karn Liberated or Goryo's Vengeance.
Also, Force of Will isn't unconditional. I've had games where I've been Duressed/Inquisitioned/Thoughtseized/etc. and they took my blue card instead of Force.
