Having the duals doesn't make your deck that much more powerful. It's like .1% for getting three duals into a tricolor deck. It's more than feasible to build a deck using cheaply-available dual lands like Fetches, Shocklands, and everything else that isn't an ABU Dual. If you've got em, play them, for sure. But nobody really feels like they HAVE to have them to compete.
Also, it's only really the blue ones that are expensive and gaining cost, Plateau can still be had for ~$40.

Seems like a terrible idea to me - and I'm somebody who'll probably never be able to afford duals (at least blue duals) on the current trend. I love commander significantly because folks get to play awesome old cards. As much as I hate how much this game costs, banning cards like the duals isn't the solution. I'm hoping printing technology will eventually overwhelm WotC and thus bring duals and other expensive old cards to the masses, but even if the status quo continues indefinitely I don't want to see duals banned in EDH.
