Modes are chosen as the spell is cast, so you would get to re-choose the mode(s).

Alone? You're right, it's not powerful. The power comes from being part of the overall package.
Normally I would agree, but the -2 ability requires a spell in hand, that's an instant or sorcery, that's relevant, that you can afford at the time you want to -2. Is that really that common or worth dedicating 4 mana and a card (opportunity cost factors in)?
Her loyalty makes it easy to keep her alive long enough for her first two abilities to generate a substantial amount of advantage. The +1 lets you draw a card a not insignificant amount of the time, and scry makes it easier to set up. Her -2 can do splashy things in the right scenario, and if you are a control deck then you should be able to reach that stage of the game.
A common sequence would probably be something like this
Turn 3 you cast some sort of removal spell
Turn 4 you play Narset and +1 then pass
Turn 5 Wrath
That's actually a pretty devastating sequence, even if you don't have a real wrath and only have another removal spell. They have to either attack Narset and probably not kill it or let it sit on the board and generate advantage.
In a control shell, Narset will hit a card 50-60% of the time. Domni Rade was played in almost all RGx decks with half the loyalty and less chance of drawing a card. With any topdeck manipulation at all (Courser, scry) that percentage goes way up. And while Narset doesn't protect herself, her high loyalty and card advantage makes up for that a little. Compare her to Ashiok, which was recently played in a modern SCG championship BUG control deck. Ashiok takes two turns to generate any card advantage, and is very much a one-trick pony. Narset starts with more loyalty, can generate card advantage the turn she is played, has a more relevant ultimate and has a lot more versatility.
In a control deck, this Narset could generate game-winning amounts of card advantage. Rebounding a board wipe is a very strong way to stabilize, and rebounding a draw spell is insane (particularly the delve spells). And Narset will almost certainly get to rebound at least one spell in the right shell. There will also be GW and UB commands in addition to the UW command we know, so she should have plenty of other relevant spells to rebound.
Can someone link me to a Standard deck that runs more than 30 non-creatures? I'm not saying it can't work (I really want this card for my Jeskai EDH deck that doesn't run any creatures), but the places that make cards expensive seem like terrible fits for her. Modern is too fast. Standard is too creature heavy. EDH is a mixed bag.
Eh. Narset is a $10 walker with a $35 dollar hype suit. Moving along...

I have a little bit of mixed feelings about Narset...
Ok, 6 starting loyalty for 4 mana is awesome.
+1 is pretty much like Domri Rade which is... OK.... Card avantage is nice and she has a big enough but to almost warrant she'll live to activate it twice... still, 2WU for draw 2 cards over the course of 2 turns and prevent 8 damage is pretty bad... and You'll have to actually hit non creature nonlands twice... how many of those you'll have on a deck nowadays? It's pretty underwhelming unless you have good deck manipulations.
-2 is a worse Chandra, the Firebrand -2. I mean... WORSE THAN CHANDRA, THE FIREBRAND. It's nice, specially the fact that if she stays around you can actually activate her -2 3 times in a row before she dies! But it hardly does something in the turn Narset is out because you still need to have the mana to use that... still, not powerful enough to warrant you play a walker that won't protect itself.
Ultimate is the ultimate... you never play a walker for his ultimate, it's just a nice bonus that tends to win games by itself...
well, Narset's doesn't as it doesn't do anything against today's win conditions which are all creatures...
It's a subpar ultimate that takes 4 full turns to get online once Narset hits the table.
It'll simply destroy creatureless decks, but there are no creatureless decks in standard or modern and this walker is nowhere near the power level of legacy.

One thing that I do think is quite funny is that Narset is a martial arts master who telegraphs your move...lol. That -2 at sorcery speed is going to be pretty telling...

Narset also represents a steep discount to cards that were previously deemed too costly to play in Standard. Getting over the hump for the 1st cast is the hurdle. Would love to see a Temporal Trespass make an appearance.
Dunno if Modern is too fast for her. True, it is a really fast format but UWR decks commonly run Ajani (4cmc) or Gideon Jura (5CMC). Gerard Fabiano was able to cast Jace AoT (4cmc) most recently during the last SCG open. At 4 CMC I don't think she is unplayable in modern, especially with the disruption of UW to back her up. True not all 4 CMC walkers are super playable (Kiora is good but not great and even Elspeth v1, who is fantastic but lacks a home), but the card advantage of her -2, especially in a deck that likes to draw cards or play sweepers, seems pretty good.
Not sure about standard, because I don't play that format at all.

So wait, did you just say she can't protect herself? Played on turn 4 her 6 loyalty should protect her for a turn, after that her -2 allows you to rebound a removal spell which again, protects her. Just because she doesn't create creatures on her own doesn't mean she can provide herself protection in some form. Also, yes, her ultimate is only good against other control decks, but thats okay, against non control decks her +1 and -2 provide more than enough value

It annoys me to no end that everything in Narset's story SCREAMS UR. Her insatiable thirst for knowledge, the inability to stand still, and the blatant disregard for staying out of forbidden areas are all red traits.

Probably because Wizards always prints the most busted control cards in UW. It's been like that ever since I started playing magic
seilaoque: I wouldn't say Narset's -2 is categorically worse than Chandra's -2. There are many spells that you would want split over two turns instead of getting both immediately.
Also, copying a spell doesn't cast it unless it says to, IIRC, and as such doesn't trigger Prowess/Jeskai mechanics.
Note: I am not saying Narset's is better than Chandra's, either. I think that they're about even, with Chandra having perhaps a slight advantage.
Evolving Wilds means no other common fixing lands and perhaps no zen fetches as well, although I trully hope we will still have them because I am beginning to think this set is going to be Born of the Gods II.
Narset seem just like Kiora, only exciting because we wanted her on cards but clearly subpar among planeswalker. The truth she is worse than a 3 CMC walker and at 4. I am not even sure she will see play in Standard maindecks. You clearly don't want to tap out for just her and you need at least 6 to Narset+Dig Through Time in which case you almost every time would rather play Elspeth.
All the dragon mythics are as bulk as can be. The dragon theme is also going to make limited awful as a "who has the better rare" format, and even with "megamorph" the new morphs do not seem that creative at all: Snowhorn Rider II, Mystic of the Hidden Way II...
I could see Narset being OP in a tap-out control deck. If you use TC you can theoretically cast it rebounded turn 5... and that seems near broken.
Is it really just me or are the blue and the black megamorh really bad? Like even in limited.
I wonder how the limited environment is going to be with that many dragons - bear trap again?
