Angenommen wir spielen ein sehr langes Spiel und eine Monströse Kreatur verliert die +1/+1 marken (durch -1/-1 marken z.b. weil sie eine Infect Kreatur geblockt hat)
Nach einer langen Zeit werden ein paar Kreaturen per Restoration Angel geflickert.
Nun ist unklar, ob diese Kreatur bereits Monströs war oder nicht (weil das bereits so lange her ist, gut und gerne 30 minuten).
Die Frage ist nun, was tut man um die Situation zu lösen ?
Geht man davon aus das die Kreatur einfach nicht monströs ist, oder weil zweifel bestehen sagt man "sie könnte monströs sein" ?
Ok. So my german is awful, but i believe the answer to your question is:
Once the ability monstrous has been used, you cannot use it again, even if the counters are removed. However, if you flicker it, bounce it, exile and return, etc, it does lose monstrous and can be pumped again. Gotta leave the battlefield, basically.

Objects exiled by effects like Restoration Angel are treated as brand new objects with no recollection of their past. A monstrous creature will return as non-monstrous, and you will need to pay the monstrous cost to turn it monstrous again.

Hurray! My german was decent enough to be able to read this somewhat accurately! So worldy.
True and i know that, the actual question however is, that the game was so long, that we no longer can say if the creature is actual allready monstros or not (as it has no counters on it to remind us) and we also dont know if in a bunch of turns earlier, the creature was flickered.
So we are in a state of the game, were nobody can say if the creature is in fact monstros or not, but we need something to play with. Can we use the ability or not ? No way to know, so rules might have a "default" for this kind of situation, kinda like you handle an Aura that is wrongly placed on a creature with protection etc.
I just asked that question in the proper Rules Section again.
I would say use something like a quarter or I have round monster tokens from my days of playing Mage Knight. One side means Monsterous the other means Was Monsterous. Or you could use something a little more 3D like a D4 on each of them that is monsterous.
