I'm having difficulty assessing whether it's better to Stone Rain for 1 damage in the early game and affect my opponent's tempo & development or to wait until later and Stone Rain him for 15 damage.
I'd be throughly surprised if this is a non restrictive 3 mana LD. I'd also have to eat crow, but it's obviously some kind of multikick stone rain. Hmm.

I wonder - can you have a reverse multikicker? Like you may choose to kick this card a number of times to reduce its mana cost instead of increasing it? At the same time, each time you kick it, the card gets worse? That would allow both early/late game play and be pretty crazy.
EDH/Commander is a social format, right? So why don't people use their social skills to discuss what they like and don't like, instead of adopting a list with 60+ banned cards?
It's probably 2RR,as that's the price for Stone Rain with benefits.
It can't deal damage 3 times anything, because it can hit for 1.
Add to that it can't deal damage equal to the number of lands he controls, cause then it doesn't deal 1 damage.
Multikicking it 15 times is insane, so that's not it either.
It think the damage dealt is 1 + aX.

You may have Roiling Terrain deal 1 damage to you for each land your opponent controls rather than pay its mana cost.
Destroy target land.
That would be stupidly broken.
If you have two in your starting hand, your opponent won't be winning that one.
