I don't have the source on me, but in one of the articles, one of the writers stated that they felt bad about how they had hyped up the 50% new, and had so many functional reprints. They also said that they would be more accurate in describing quantities of new cards, matching what you said

The article is probably filled with inaccuracies/grammar problems because it was an audio interview that was transcribed onto paper; it was done quickly, and those are hard to do (my girlfriend does these transcriptions, but also translates from Spanish to English). Making the transcription that accurate would be very time consuming.
All in all the information is great, although I don't care for a core set per year. Maybe they'll move Baneslayer to uncommon so it won't be as ridiculous to get?

This is quite good. I cant stand having three cards that do the same thing. The aristocrat et al. I want new cards and a few reprints from older sets when will i get a primal forcemage?!!!!
We will put aside the fact that the interview has so many grammar/continuity problems that it is almost illegible.
The information provided by Lauer is just..bad.
First, he acknowledges that they went far out of their way to make blue be terrible. Though this is obvious, it is never something that should be casually admitted to by someone in this capacity.
They finally acknowledged this. Good on them. The hosing of blue is not surprising. They've been hosing blue for a long time now - I would say since at least Urza's Saga (thanks to Morphling, Stroke of Genius, and Tolarian Academy). That doesn't bother me at all, as I'm not a blue player. So they can hose it all they want. Just leave white and green alone.
I remember in the beginning pointing out how their "new" cards were just functional reprints, and it felt like a sloppy Portal design.
Hopefully we'll see some interesting cards and M11 will be more like what Portal used to be in terms of structure: A few reprinted cards with a host of newer cards underneath (but with better card design). It's supposed to be a "step-up" from M10, let's see what that does for us.
Although I have a slight suspicion we'll be seeing Tarmo-level cards quite frequently from here on in...

I really don't mind having a core set every year. If it wasn't every year, there would just be other sets taking it's place. Not that big of a difference.
I agree that a core set every year is bad. Typical of WotC, like their fiasco with getting rid of tournament packs in the name of making basic land easier for new players to get, this hasn't been thought through.
Until M10, the core sets did not sell well. Why? It was just a collection of reprints of cards most players already had. The newbs would be encouraged to buy a fat pack and some of the latest core set, but they would move on to the newest expansion. With M10 the core set finally sold... but that was because of the 50% supposedly new cards. Now we go to core sets where we're reportedly getting about 20% new cards, which will be a harder selling point to the experienced players.
Keeping Bane$layer in is almost a must if WotC doesn't want sales to tumble. It's a desired card and it provides the lottery ticket appeal to cracking a pack. Vampire Nocturnus is another that is very high on the "will stick around" list since it's the current Vampire lord. Although I could see it moving down to rare from Mythic (not likely, but certainly more possible than Baneslayer).
Of course the artificial shortage (or is it a real shortage as WotC finds themselves with too many other products to print, cutting into set pritnings?) will also drive sales... as long as there are valuable cards to be found.
The only other selling tactic I can think of right now is the "duh" guess of enemy colored dual lands.

Its more of a nerfing of the traditional Blue strategy (I don't know how he worded it)
Draw go is dead, and control is now just a muddle of midrange (although sometimes I find it interesting like Angelfire was) Most new players don't have a grasp on how Draw-Go true control operates cause its been dead since Teferi control imo.
The new core set a year is a nice idea, as it gives Wizards the ability to reprint hosers to correct mistakes made in sets in standard. ((And, if you have people working on anything, you will always have mistakes made. It just happens.)) As well as print things to help adjust the T2 environment for the meantime...
Baneslayer May be an inclusion for awhile... Enemy colored M10 duals would also be nice. Day of Judgement in the core would be nice, as well as a sprinkling of the ALA planeswalkers... Granted, gold cards in a coreset seems somewhat unlikely.
As for the bit with it taking place on Dominaria... I kinda like that idea. Give each core set a small subtheme of revisting a plane. Have a handful of cards in it to give it something of a feel to the given plane, land art to match... Call it good. Seems like it could be a good idea.

Well in M10 they were pushing really hard to get new the rules cleanup, and they figured why not change a few cards while they were at it. Overall, it wasn't terrible, most of the changes were on a common level and would be picked up cheap for the dime. I'm glad they are announcing it though. I'm willing to be Day of Judgement comes back, but otherwise anything could be fair game. I look forward to how they seem to be slowly spoiling and reminding us of this set throughout the year.

I think its a good compromise to do a core set with a simple, Dominaria based story.. but still give it no real theme and feature core-setish stuff.
