People are still trying to claim the color palette has anything to do with the card's color...
To be fair it usually does, especially when it's so vibrant in colour. Elspeth 2.0 and Tezz 2.0 both had a mix of colours that could leave a person speculating but can still be reasoned as having their actual colour identities. In other words elspeth had a white background that faded to make it seem more green, but it still lolled white. Tezz had red lightning but was very dark, making reasonably black. This car very clearly has something blue happening.
Now what else can this be? It can be noble, white hair, green staff, blue energy. It can be mom as there is a skull in the background and I guess one omission of red is ok. It can be a blue spell alone as the blue is so dominant. Though we can all agree it's not a red or black spell alone, so there's at least that much colour identity based on art.
Actually it can be interperteted that the image could be from the targets point of view, thus the magical point on her head could be the destination of the 'seized' thoughts.
but the seized thoughts are put on its owner's graveyard, not hand
I believe WoTC's new policy is to make sure that every color can enjoy the exciting gameplay mechanic of making undercosted dudes and then turning them sideways. Clearly the future of magic.

Ok, since I am the only person who is realistic about this, this card is obviously Counterspell.
It fits into this set perfectly as one of the winningest cards in the first decade of MtG.
Lightning Bolt also fits into this.
.....
Then I got thinking, do they want the winningest cards of each of the 20 years of MtG or the 20 best cards. It can't be the latter.
Well if I remember right, Meditation was so broken one year it led to a complete rules change. Skullclamp seems like it also fits into that area.
Although I don't like the idea, there was no card more dominant than Delver for more than a year.
What could make that tricky, the whole dominant card of each year thing, is the introduction of other formats. I remember when there was type 1 and type 2, then extended, over-extended, and legacy, and modern, etc..
Would I love this to be an insane set that could be called Legacy Masters? Yes, but with an MSRP that is completely disregarded, it would be for only insanely rich EDH players.
So think mostly commons, uncommons, and maybe 1-3 rares? Something like that. Wizards doesn't care about the players, as long as FTV 20 is sold out, they are happy.

Stopped by this thread because I was really nervous that people had stopped arguing about whether the art was for Mother of Runes or Control Magic. Glad to see that's not the case.
Standard: Superfriends!
Legacy: Nic Fit / Pod
Pauper: Delvar; Tron; Flicker Stuff
Commander: Riku ("Some weird doubple spell thing happened"); Keranos ("I did a Gatherer search for 'random' and 'flip a coin.'"); Superfriends!
I like how this thread is filled with people calling other people "unrealistic", "incorrect" and other things based on a different interpretation of the artwork. It almost parallels religion in how much faith these people have in their choice.
Reminds me when the artwork that would eventually become Scorch the Fields was revealed. Lot of people were speculating it was going to be some crazy dragon card and even was speculating abilities based on the art. Didn't quite turn out like that.
They went out of their way to mention the skull in the background when this art was revealed during Pro Tour: Gatecrash, which is what leads me to believe it's Control Magic rather than Mother of Runes. The skull on the shelf would be a nice reference to the original Control Magic art.
In the same way you can tell someone is from the XVIII century because he is arroused by ankles, you can tell someone is from USA because he feels nipples disturbing.

While there are certainly exceptions, in general this is true. It is particularly true when some sort of magic is being created. She has blue coming out of her fingertips, the card is clearly a blue card. It might not be Control Magic but I'll eat a copy of the card if it is Mother of Runes. (Disclaimer: I'm not really going to eat a Magic card)

65% chance it's Mother of Runes
20% chance it's Control Magic
15% chance it's Chameleon Colossus
=)
It's clearly Moss Monster. Mystery solved!
But has anyone else thought it might be Academy Rector and not mother of the runes
This particularly coming from the fact that academy rector was a card within the 2000 World Championships in Nicolas Labarre's Decklist.
........................
I'm going with Academy Rector.
Reserved List says no bueno on Rector.

Modern: RDW, Twin
Legacy: I am 3 Candelabra of Tawnos from being able to build almost any tier 1 or 1.5 deck. Here are the ones I care about right now:
-Aggro: UWR/RUB/WUB/RUG/UR Delver; Affinity; Burn
-Control: Stoneblade; UWr Miracles; UB Tezzeret
-Combo: Hive Mind; Combo Elves; Omni Tell; T.E.S.
Vintage: Grixis Painter
EDH: Rith, the Awakener
all you had to read was the OP to know that anything on the reserved list is out of the question.
The hand gestures are similar and blue magic is being used.
