So with the new meld cards coming up, I was wondering if you could have Brisela as your commander? If so, do you start with two cards in the command zone? Do you count commander tax separately for each of them? And is the rest of your deck still 99 cards or should it be 98? Do each of them separately deal commander damage as wel as in melded form? And do you count them separately or add it together? What do you think? Or is there already a ruling?

The closest thing we have to something like Brisela is Elbrus, the Binding Blade, and I think the rules committee official stance on that is that it can't be your commander, because outside of the battlefield, the card only has the characteristics of Elbrus, and not the legendary creature. I would assume the same applies here, since you only ever see the one side in every zone other than battlefield.
What you could do is run either new Bruna or Gisela as your commander, and then stretch all the tutor abilities you can in mono-white to get that other half.
I would assume that Brisela's combat damage counts as general damage if you have one of its constituent parts as your general. But you can't run Brisela herself as a commander, since it's a back-side.
I would think that you would have either Bruna, the Fading Light or Gisela, the Broken Blade as your commander and not Brisela, Voice of Nightmares. I would think that the ruling would be the similaras it is for Elbrus, the Binding Blade/Withengar Unbound; you can't run Withengar Unbound as your commander because it is the flipped side. I also think that it would violate it's own color identity seeing it would be colorless with a flipside of white... yeah, I wouldn't try it without having a conversation with your playgroup first, but I would think that the official rules wouldn't allow it.

is that *everyone* is going to do whatever they can to exile the angel that isn't your Commander,
and hamstring your deck for the rest of the game.
It would work a lot better if Bruna, the Fading Light could also "reanimate" from exile,
but I suppose that would push her into Mythic territory.

As for the ruling itself, it kind of makes sense that you can only run one of them as commander, despite the awesomness of having two. I guess Bruna would make the wiser choice then, since she can bring the other half back, although Gisela is the stronger card imo. Having said that, perhaps an Angel deck is better of running Avacyn and both of these in the 99.
Nice Tooth and Nail targets though, for the Johnies out there ) In my dream, Gisela is already in the graveyard, and Tooth and Nail fetches Bruna and Gaddock Teeg. For sh*ts and giggles.

With the Eldritch Moon update, two rules were added to deal with meld cards. They clarify that:
A melded permanent that includes a player's commander is that player's commander (C.R. 903.3b). (For example, if you meld Bruna and Gisela and either is your commander, the melded Brisela is your commander.)
If you choose to put your melded commander in the command zone, only the meld card that's your commander goes there; the other card goes where it would otherwise go (C.R. 903.9aC.R. 903.9c). (For example, if Brisela is your commander and you sacrifice itUnsummon returns it to its owner's hand, you may choose to put Bruna or Gisela, whichever is your commander, in the command zone and leave the other card in the graveyardhave the other card go to that hand [C.R. 903.9b]. You can't choose to put both cards in the command zone. Note that the rule says "appropriate zone", but I think that is a poor word choice.)
Note that these rules don't allow melded permanents (such as Brisela) to appear in the command zone, whether at the start of the game or otherwise.

If you wanted to build a Kitchen Casual Deck my group has adopted the following when it comes to Brisela and/or cards like Withengar; you may cast your commander by paying for it's total converted mana cost plus any additional costs.
In this case, Brisela, Voice of Nightmares costs 7WWWW & Withengar Unbound costs 8B. In the case of Withengar we added the Black Mana in order to represent the colour identity of the Commander itself, allowing you to otherwise follow the Commander identity rules.
Granted this is only for casual circles, but it's a fun alteration that allows you to play Commander's who otherwise wouldn't be playable by current rules. We run a lot of the Kamigawa Flip Legends in this fashion as well, it deepens the collective Commander pool to chose from.
Best way I found to get out Brisela out is having Isperia the inscrutable as a comander. Isperia is a built in toutor for flying creeps. The white has a ton of board wipes to keep the board clear and blue gives you the flexibility to respond, protect, and most importantly bounce (helpful with Isperia) I've gotten Brisela out at least 2/3 of the time.
